IPad Unlocked, GSM?

This is confusing me. Under the LTE section for the iPads it shows GSM on both the GSM and CDMA carriers. Do all iPads support both or is it Sprint and Verizon having to operate with GSM towers?
I also noticed that people have been asking if the iPad is unlocked. I am not sure if it is locked with no contract or if it actually unlocked. I am wondering these things in case of me wanting to change carriers or if I easily want to travel internationally.

Yes.  Sprint and Verizon need GSM for LTE service. Also iPads now have both hardware chips inside.  THe onyl prevision for Spring and Verizon, is that the CDMA chips must be provisioned for the Carrier they will be used on in Manufacturing.  Verizon will not activate an unprovisioned iPad on their network AFAIK.  Even if they wil only issue you a GSM sim card for it for LTE service.

Unless you buy an iPad subsidized by a carrier, ie, its cheaper than normal because its tied to a contract, most iPads have the GSM tray unlocked for use with any compatible GSM carrier.
So if you buy an AT&T iPad it can never be used on a Verizon or Sprint Network.  However if you buy a Verizon iPad you can use a sim card from AT&T or another GSM carrier without any issues in most cases.

    All LTE phones (Android, iPhone, anuything) on VZW are GSM unlocked for the bands the phone supports. This is a restriction placed on Verizon due to the terms they sigend with the FCC for use of the 700 MHz spectrum for LTE.
    An iPhone 5 will work fine on T-Mobile or AT&T's GSM networks with 3G. They are not compatible for LTE due to the hardware included in the phone.
    If you want to tell, borrow a nano-SIM from someone with an AT&T or T-Mobile iPhone 5, place it in your phone, and watch as it works.

    I spoke to Apple Tech Support. They were very helpfull and resolved the problem. First I was told to put into airplane mode for 15 seconds then go back to problem. That didnt help but apparently this solves lots of network type faults. Next I was told to reset the network that also didn't work. Finally then i was told to Hold both buttons until the screen goes black, when the Apple symbol returns release buttons. When the pad rebooted this cured the problem and i was able to tether again.
    It seems you try this first on any faults it will often resolve problems. I've added this in hope that it will help others with any type of fault.

    If you're unable to do the Restore, go into Recovery Mode per the instructions here.  Also, if you have IOS-7, read this.

    As long as you buy from an Apple retail Store (Apple owned ) an unlocked iPhone 4S it will work on GSM services worldwide

    It has partly to do with the carrier.  From what I've summized from reviews & feedback online is since Apple iPhone was the most advanced phone on the market when it was initially released the carriers were concerned about using up bandwidth with the apps & movie downloads so a limit was intially set for 10mb max on 3G connection.  Later apple raised the limit, against the carrier's advice, to 20mb max.
    The interesting part is the limitation doesn't exist on Android phone when they also have large apps & movies which are available for download & they use the same networks the iPhone uses!  So why are the iPhone users still limited to the amount they can download at once while the Android users are not.  They pay the same for thier data plans, if not less in some cases, that iPhone users do!

    my iPad 4 GSM errors, with error (1) when trying to recover.
    When plugging in the cable iTunes recognizes that an update (8.3) is available and tries to download and deploy it - but after a while the operation fails after about 55-60% and the system freezes.
    I have no backup yet - so there seems to be no other suitable option than recovering.
    Edit: Tried it on a Mac and PC with iTunes and 3 different cables.
    What else can I do to get the system in a usable condition again?

    IPads normally are not carrier-locked, so yours should work with any carrier that offers a suitable data plan.

    Indeed it will. And that's fine as long as you are on somebody's expense account. Alas, if you are a mere financial mortal schlub, you'd be better off doing what I do and carry a cheap unlocked GSM phone for use abroad, and either use a European Roaming Sim Card (like United Mobile) or buy a local sim card if you will be in-country for a little while.
    Is all this a pain? You bet. That's why we're all begging for unlocked iPhones!
