I got an ipad 4 a while back, and usually it charges to 100 in 5 and a half hours and uses 80% of that charge in 6 hours. Just last night, i had it plugged in and it began to charge as it usually does. As I was using it, I noticed that the power had only gone up by 1% in the last hour. I knew that this was not right. I kept using it just to find that it was going up by 1 % every hour. I then, put it into a different outlet, and it continued to go up at the same rate. I then called my friend and asked him to swap chargers with me so that i could test it. His charger did not work with my ipad but my charger worked with his. I am using the charger cable that I was given with the ipad. Then, i went to bed to find that when i woke up 11 hours later, it was at 79% and still charging. I continued to let it charge until at 81 % it just stopped for no reason.
It just stopped charging.
I tried every cable around the house to no avail. I got a software update, I got a new charger just in case, I reset all settings, i reset all content and settings, and it still does not work.
it does'nt even show the "Not charging" display anywhere on the screen. I do not even think that it recognizes that it is connected to the charger. Somtimes, it will start to charge at the same slow rate, then after 5 min, it will completly stop charging again.
I am not smart enough to know what is going on, but I was hoping that one of you readers would have a clue.

When you say seem correct, have you checked in Settings > Mail, Contacts, Calendars > Account name > Outgoing Mail Server, SMTP and the outgoing server name is correct, then > Primary Server name is correct > Host Name, User Name, redo the Password, Use SSL is OFF or ON according to your provider, may just try it both ways, Server Port, often 25 is the best to use.

A lot of computers (especially older ones) generally do not provide enough power to their USB ports to charge the iPad at a sufficient rate - it may still be charging slowly, and should be a bit quicker if the iPad's screen is off (if you leave it for a while and then disconnect it from your computer you may find that it's battery percentage has gone up). The wall charger is usually the most efficient way to charge the iPad.
In terms of the wall charger, have you tried a different charger and/or cable, or do you know anybody else with an iPad so that you can try their charger and cable and they can try yours ?
Have you tried a reset to see if it charges after the iPad has restarted ? Press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

Charge the device via a wall outlet for At least 10-20 minutes, then try this while it's still plugged in
Reboot device by pressing both the home button and sleep/wake (power) buttons at the same time for 10-15 seconds until the apple logo appears on the screen, then let go.
If that doesn't work then reset the device by going to settings/general/reset/reset all settings (or for network connection issues 'reset network settings').
(no media or data will be deleted from the device, this will only take a minute).
If that doesn't work then backup and then restore the device as new first (to isolate cause of the issue). Then from backup if necessary.
Make sure iTunes is updated to the latest version

If you have an iPad 1, the max iOS is 5.1.1. For newer iPads, the current iOS is 6.1. The Settings>General>Software Update only appears if you have iOS 5.0 or higher currently installed.

Any mac made within the last 5 years should allow the ipad to have the lightening icon on the display (meaning charging at 10w) If it says "Not Charging" is most likely is, but at 5w f power. Would take a long time to charge it up.
It seems older PC laptops only charge at 5w, newer ones i think allow for 10w charging

Yes a number of people have had this issue in the past, alas you are not the first.
You should test with another cable or in another outlet to make sure its neither of those, if not probably take into an apple store.

BTW- Your profile shows you have iOS 6.1.4 installed. The max iOS for an iPad is 6.1.3. iOS 6.1.4 is for iPhones only.

The best way to charge an iPad is to use the charger that came with it connected to a known good wall outlet. The following might be the problem.
No power in the outlet.
Bad charger unit. Try a different charger.
Bad cable. Try a know good cable.
Dirt in the connector on the iPad. Check and clean.
A fault in the charging software. Reset your device. Press and hold the Home and Sleep buttons simultaneously ignoring the red slider should one appear until the Apple logo appears. Let go of the buttons and let the device restart. See if that fixes your problem.
A hardware failure. Make an appointment at an Apple Store to have your device examined by a technician. Or contact Apple Support.
