Ipad won't download music from PC or the cloud.

My ipad 4 will not download music from either my pc or the iCloud.  My pc gives me an "ATH.exe" error message and the ipad message is "cannot connect to the iTunes Store".  I did sync this device to my pc and it shows info but just won't download music to it.

No idea what that means since I've never seen the video. If you give some detail about what you have done so far, it might be easier to offer some assistance.

    If your music has a cloud icon means the music is not on your iPhone/computer iTunes locally.
    You can download the music through Purchased tab then sync your iPhone with the music selected.

    go to the itunes store. select more in the bottom right select purchased. then press the cloud icon to DL striaght to the phone. Id use wifi. you can also DL into computer then synv over to phone.

    Music will only go where tell it to go. If you turn on automatic downloads on the Store tab in iTunes > Preferences (command-comma) on your Mac then future music purchases that you do on your phone will also download on your Mac (and similarly there is automatic download option in the Settings > iTunes & App Stores on your hone if you want music that you purchases on your Mac to automatically download on it).
    For what you've already purchased, see if you can redownload it on your Mac via the Purchased link under Quick Links on the right-hand side of the iTunes store homepage. Or connect your phone and do File > Devices > Transfer Purchases

    If you automatically sync your music then any music purchased on the iPhone will automatically be loaded onto your computer. If you manually manage music then you need to choose Transfer Purchases from iPod/iPhone from iTunes' File menu while you have the iPhone connected to your computer.

    If you want store music that was not purchased from iTunes in the cloud you will need an iTunes Match subscription ($25 per year)

    I experienced the same issue as you have. What worked for me is the following:
    Go to iTunes store on your iPad. Under Downloads (the icon to the bottom right) you should see the episode that is causing you the issue. Delete this episode (swipe to left). Then retry. This worked for me.
    The workaround is far from ideal and Apple needs to find a solution for this as you are not the only one who reported this issue.

    I bought a few songs on my iPad and synced it on my computer.  After syncing it shows on my iPad that I need to download the songs.  When I click to download it doesn't.  I synced my iPod and iPhone from my computer after I synced my iPad to update my playlists and the songs downloaded on them no problem.  I've tried several times to sync my iPad and even removed the songs and synced again and they show up the same way - they need to be downloaded from the cloud but when I do, it doesn't work.

    Try force-closing the music app on your iPad by double-tapping the home button, swiping up on the preview above the music app, then tap the home button again.  Then reset the iPad by holding the power and home buttons at the same time until you see the Apple logo, then release.  When it restarts go to Settings>iTunes & App Store, tap the ID, sign out, then sign back in.  Then try downloading the songs from iCloud again.

    Remove the song in question from the sync list and see if the rectifies the problem.
    If it does, then iTunes believes the song no longer exists on your drive and that will need to be corrected.

    Okay, you are using Windows 7. What version of iTunes do you have. Please don't tell me the most current one, go into Help then About iTunes and read what it says.

    Removing music from an iOS device does not remove it from the cloud.
    Go to Settings > General > Usage and tap Music (you may need to scroll down in the list). Swipe across "all music" and tap DELETE.

    You must "Add" the tracks to your library. Select Add to Library from iTunes' File menu. Select your downloaded track(s) then click on the Open button in the file dialog. Once added to the library you can select and sync them in the Music configuration tab in the iTunes main window for your device.

    Try this:
    Make Sure iOS is updated to the latest version
    Reboot the device by pressing and holding down the home and sleep/wake buttons (power) at the same time until the apple logo appears on the screen, then let go.
    If that doesn't work then reset the device by going to settings/general/reset/reset all settings

    When you are viewing the tracks on the hard disc, did you then click on "Import CD"?  This is needed to initiate the importing process that will add the tracks to your library.
