IPhone 3GS iOS6.1.3 Activation Problem

Hi there, I do have an iPhone 3GS on iOS6.1.3 Recently Upgrade from iOS6.1.2..
This set is bought from Malaysia and it is unlocked set, therefore there's no Carrier lock or whatever..
My problems is, after I perform a clean Restore to iOS6.1.3 I cannot seem to activate the iPhone.
When I have reach the welcome page, it only ask about my langguage, Location, and ask me to plug into iTunes.. Does not have WiFi and my Sim card is on No Service. I plug-ed into iTunes and it say We're sorry, we are unable to continue with your activation at this time please contact customer care..
As I read in forum, a lot of user keep on saying jailbroken or what ever. But I never jailbroken my iPhone.
Any help out there?

I have called AppleCare, My phone and serial is no Problem.. Just they keep on asking me to restore.. and yet.. It still the same.. I can only Select language, Region, Connect to iTunes..
After Connected  to iTunes I received this message "We're sorry, we are unable to continue with your activation at this time. Please try again later, or contact customer care."
