IPhone 4 Activation and Wifi issues... plz help!!!

Alright, I bought an iPhone 4 off ebay and it just arrived today. Initially, the wifi option was greyed out so i figured a restore might fix it, so I restored and updated to 6.1.2. Heres the problem... at the activation screen, wifi still wont work and so it tells me to connect to itunes, but when I do that it gives me an error saying "itunes cannot continue with activation at this time".
What do I do?! I cant return the iPhone now and i'm not sure if Apple will help me?

Generally this is a sign that the iPhone had previously been
hacked/modified/jailbroken and the update relocked it to the
original wireless carrier. If this is the case, only that wireless
carrier can unlock your iPhone. You must contact them to see
if they offer unlocking and if you qualify.
Does the app Cydia appear on your iPhone?
What does it say when you look at Settings=>General=>About=>Carrier?
If the iPhone was sold as unlocked, start a complaint with eBay to
get your money back.
Apple will not help with jailbroken iPhones.

I have this exact same issue with the iPhone 6 Plus. After numerous calls to AppleCare several resets and restore restores from backup, restore as new, and visits to the Genius Bar at the Apple store, Apple dose not appear to have an answer yet. This is happening on all Wi-Fi networks home, Xfinity, Apple Store, and Starbucks. It does not appear to be related to the Wi-Fi network in use. I have been asked to give it a week and see if it gets better but somehow I do not think this is going to work. The Apple Store has even replace my phone and I still experience the same issues.
What am I missing?

Iphone drops gsm and wifi with certain apps s.a. maps

Some apps where the iPhone drops gsm and wifi signal:
e.g. In google Maps, I want to download a map of my region by typing th command “ok maps” into the map's app search bar and tap search. Dowloading starts, but then the iPhone drops gsm and wifi signal before the download is complete, then the signals come on again after a couple of seconds.
e.g. in google+ idem drops gsm and wifi signal, which come on again after a couple of seconds.

Did you follow the steps exactly in order to restore? disconnect all cables, open iTunes, then connect micro usb

Make sure to connect directly to computer, not a keyboard port or USB hub. Try a different cable.

never had any issue. since i am using ios7.
But the time since i updated my i phone 5 (16gb / ios7.1.2) to ios8.1.3 i start having issues which are never ending.
* Slow down speed of keyboard and its strucks while typing.
* Using application are not faster than before.
* on ios 7 i was getting 35-45 mbps download and 25-40mbps upload speed, while after updating ios 8.1.3 it became slow to 9.68 downloading speed and uploading is 1.68mbps which became worst.
* i deleted my all data freed my memory 5.5 gb after update still its very slow.
* reset ed multiple time even by iTunes and i cloud, but nothing works
* i backup-ed data on i cloud and while restoring its taking more than 2 days just to restoring my all data.
meanwhile my iphone 5, 16gb is now became bunch of problems
please apple i dont want to loose my device please help me out plz fix these bugs i tried every diagnosis step nothing have been solved.
