IPhone 4 corrupt after half installation of iOS6

Hi all and thank you for your help. (I'm writing on behalf of my Dad.)
I am not sure what the sequence of events are, but here follows what has happened.
I think he noticed the available update and chose to update. During the installation something must have gone totally wrong. The result is that we are sitting with an iPhone that does not do anything at all. I cannot even switch it off. (There is no slider.) I just hold in the power button for a couple of seconds and that takes care of switching it off. I managed to put in into restore mode though. Unfortunately I don't have any luck with restoring the phone. I get Error 21. I have done every little thing to make sure I follow all suggestions to the iota to make sure that nothing can prevent a successful restore. I have even uninstalled my anti-virus software and re-booted a couple of times.
Symptomes at the moment are that while being plugged in, untethered, the Apple logo appears and then goes away after a couple of seconds and then re-appears after a couple of seconds. I have really tried everything I could find on Error 21. When connected to iTunes in restore mode, the cable to iTunes does show.
Is there a way I can "format" this phone or do something to get it up and running again?
I will appreciate all the help[ I can get. Thank you.

These errors typically occur when security software interferes with the restore and update process. Follow Troubleshooting security software issues to resolve this issue. In rare cases, these errors may be a hardware issue. If the errors persist on another computer, the device may need service.
Try placing the iPhone into recovery mode, then uninstalling the security software on your computer, and then trying to restore the iPhone again. You can reinstall the security software and make sure it's working with iTunes after getting your iPhone sorted.

To echo Tim:
Was your phone jailbroken or unlocked by someone other than the carrier it was originally locked to before you updated? If so, it's now permanently bricked.
If this is not the case, you should be able to force restore in Recovery Mode:

Itunes won't recognize iphone 4s after itunes 10.7, ios6 and ios6.0.1 upgrades

I recently upgraded to ios6. My old version of itunes had to be upgraded to 10.7 to work with my 4s. Ok fine, whatever. Worked for a few days and then itunes has now suddenly stopped recognizing my iphone. Iphoto works so it's not a problem with the computer recognizing the phone itself. I tried upgrading tonight to 6.0.1. No dice. Also, now my ipad2 with ios6 is not being recognized by itunes either. Anyone else having this problem? This is really annoying, not having the ability to perform one of the most basic functions that these devices promise. Please fix these ios6 bugs, Apple. I'm starting to wonder why I ever stopped using an Android phone, which btw, is recognized at least as a hard drive for music loading. Your products shouldn't work this poorly with each other. I know at this point I'm venting but this stuff really is frustrating. Please work to keep me as a customer. Any tips anyone has would be greatly appreciated.

Partition corrupted after Bootcamp Installation aborted

Hello, I started a Bootcamp installation on my OSX Lion Mac Pro. Once I realized that I could only use Windows 7, I had to hold off on the installation until I located my Windows 7 disk. I had set the Bootcamp partition size to 100 GB on a 500 GB Drive. Due to threatning weather, I shutdown the computer.
Now the OSX Lion does not boot! I have been reading much information on this topic to see about fixing the problem. I talked to Apple Support and so far it is still not working. I was able to boot using the recovery partition "Disk Utility -> First Aid -> Repair Disk". When I ran Repair Disk there were some errors reported and repaired, then OSX still not booting. I installed Lion on another drive using recovery and that works OK. I was hoping to install Lion on the original drive and still not disturb my data files like music, photos, etc. The volume with my data is greyed out and does not mount. I think the partition is corrupted.
Can someone please help me to repair this issue?

Everything appears to be normal. I have no idea why this happens on this machine. My only other thought is that this machine was upgraded from 10.9. My last option is to wipe the machine, install 10.10 from scratch, then reinstall everything again. I dread this last option - it is usually the sign of a desperate individual (which I am).

Unfortunately there is no way for you to get it back. Just report it as lost/stolen to the police just in the rare case they catch someone with it. If you had "find my iphone" setup through mobile me, there would of been a chance. Sorry.

If your phone was previously hacked to unlock it, when you updated the hack was removed and it's re-locked to the original carrier. The phone will now activate and operate only with that original carrier.

I suspect you have a 2G iPod. Those can only go to iOS 4.2.1.

Having the same problem. No response from Apple as I tried all the suggestions. Had to perform a system restore. Currently iy's working. Make sure you backup everything to your computer. IOS6 is still glitchy in other areas.
