Iphone 4 facetime and imessage OFF but still sending activation text

I have an iphone 4 (IOS 7) with Facetime and IMessage turned off in settings but everytime the phone is turned on, (and randomly while the phone is on) a text message is sent to 447786305094 (activation). This costs me 25c each time. I do not always get the warning pop up warning about the costs.
Why is it doing this when the applications are TURNED OFF in the settings?
Is there a fault with my phone or is it just the way apple does things?
I have tried turning the applications on and off a number of times, resetting the network settings, hard reboot and even restoring through itunes to fresh system.
I do not want to use Facetime. I do not want to use IMessage. I do not want to be charged 25c by my carrier to send a text to activate these applications when they are turned off.
Any advice is much appreciated.

Thanks lizdance40, I do have a text package with my carrier and want to use that only as their data package isn't good so i have cellular data turned off. I have used iMessage before but i don't want to use it with this setup.
The carrier i am using is also 'unsupported' for the iphone, that is why i am getting charged for the iMessage / Facetime activation text. 'Supported' carriers don't charge for the activation text.
I am certain the activation texts are for iMessage and/or Facetime, does iCloud need activation texts? Either way, i also have iCloud turned off.
I just don't understand why the activation/registration texts are being sent when the applications are supposedly turned off.

    Are you using a supported carrier? See this list for supported carriers: http://support.apple.com/kb/ht1937
    FaceTime/iMessage use SMS messages sent to Apple's servers in the UK. If you are using a supported carrier and your account is properly provisioned for an iPhone, you should have no problem. If you are using an unsupported carrier, they may be blocking the international text message used for activation.

    Common problem ; I am facing it eversince I shifted from 4 to 5. Only email id and apple id is working with imessage and face time and it is not getting activated on my mobile no. May be Apple takes care of it in next software update. Some people have suggested to add my mobile no in my apple id profile, some have suggested to assign the same details in my contact card and assign it as myself, reboot, restart, logout from apple id, change in location to US. Nothing works.......... its frustating.

    It sounds like you are having issues activating iMessage and FaceTime. I would recommend you use the following article, named:
    iOS: Troubleshooting FaceTime and iMessage activation - Apple Support
    If you see "Waiting for Activation", "Activation unsuccessful", or "An error occurred during activation"
    These messages occur when your iPhone is trying to activate your phone number with iMessage or FaceTime.
    To resolve these status messages, follow these steps. After each step, turn FaceTime and iMessage off and on again in Settings > Messages and Settings > FaceTime.
    Update to the latest version of iOS.
    Make sure that you have a cellular network connection with your cellular provider. You need a cellular network connection to activate iMessage and FaceTime with your iPhone phone number.
    Go to www.apple.com in Safari to make sure that you have a data connection. You need a data connection to activate iMessage and FaceTime with your iPhone phone number.
    Make sure that you can send and receive SMS. You need a valid SMS messaging plan to activate FaceTime and iMessage.
    Make sure that FaceTime hasn't been restricted: tap Settings > General > Restrictions > FaceTime.
    Set iPhone to the correct time zone: tap Settings > General > Date & Time.

You may need to wait up to 24 hours to complete activation. Most attempts will take less than an hour, but some attempts may take up to 24 hours. If your issue isn't resolved after 24 hours, please contact Apple for assistance. If you've recently performed a remote wipe on your iPhone, wait 24 hours from the time you performed the remote wipe, and then turn iMessage off then back on.
    You can still activate iMessage and FaceTime with your Apple ID when these status messages appear. You can see that you've activated FaceTime and iMessage with your Apple ID by tapping:

  • TS4268 I upgraded my phone, now facetime and imessaging wont work.

    So i upgraded from a iphone 4 to the 4S and I cant get my imessaging or facetime to work. I can sign in and out of the old phone and it still works but the new phone just gets an error message when I try and sign in. What can i do?

    Ok, Can you try these:
    Turn both FaceTime and iMessage off and then back on in Settings, be sure to wait a minute before your turning them back On. Wait for activation.
    If that doesn't work, turn both FaceTime and iMessage Off and reboot your phone by holding down both the Home button on the front, and the Sleep/Wake button on the top of your device, wait for the Apple logo to appear. Once back on, turn on either FaceTime or iMessage and wait for activation. Make sure your Cellular network is working and you are connected a Wifi network.
    If it still doesn't work, try to Reset Network Settings from Settings > General > Reset.

    Try resetting the SMC.
    MacBook and MacBook Pro with a battery you can remove
    Shut down the computer.
    Disconnect the MagSafe power adapter from the computer, if it's connected.
    Remove the battery.
    Press and hold the power button for 5 seconds.
    Release the power button.
    Reconnect the battery and MagSafe power adapter.
    Press the power button to turn on the computer
    To reset the SMC on newer Mac portables with a battery you cannot remove
    Shut down the computer.
    Plug in the MagSafe power adapter to a power source, connecting it to the Mac if its not already connected.
    On the built-in keyboard, press the (left side) Shift-Control-Option keys and the power button at the same time.
    Release all the keys and the power button at the same time.
    Press the power button to turn on the computer.  
    Note: The LED on the MagSafe power adapter may change states or temporarily turn off when you reset the SMC.

    I understand all of this Meg; that is why I bought an Iphone; but never expected my phone not even give a at least a 24 or even 12 hours....I work 12 hour shifts and also would expect to have to charge each night but not twice a day or more.  I am not always somewhere I can charge my phone.

    I did buy it from someone in Jordan. So they might have got it from KSA, or UAE, or it even might be the same rules in Jordan. I don't think the imessage works even, every time someone sends me a message from their ipad it says "Not delivered". Maybe I am wrong?

    Well when you download the update with iTunes it will always download the whole new version (in your case 7.0.2) even if its just an bug fix. If you already have 7.0 download the update over-the-air.
    You already wrote that the update is only 21 MB, so its not the whole firmware package of 7.0.2 you get with iTunes.

    Basically I have downloaded iOS 6 on my new iPhone and both the FaceTime and iMessage app appeared to have been wiped from the phone but if you look on settings it says they are both turned on. how do I get these features back on my phone?

    They could be on another page on your iPhone, try doing a search for the apps.  If you still don't see them restart your iPhone by holding down the on/off and home buttons at the same time until you see the Apple logo.  If you are still having problems try to reset your home screen.
