IPhone 4 unable to turn on Facetime setting

iPhone 4 plugged into iTunes and upgraded from a 3G. Even though I have friends with Facetime, I cannot make a Facetime call. Discussion boards ask users to go to Settings -> Phone -> Facetime (on/off). I do not have this option in my settings.
Wiped and restored phone again....no luck. HELP!

Found my own solution on appletoolbox discussion board...
1. Navigate to Settings > General >Restrictions and select “Enable Restrictions”
2. Set the FaceTime restriction to on
3. Select “Disable Restrictions”
4. Go to Settings > Phone, and you should now see a FaceTime option, which you can turn on.
This worked! Facetime setting appeared in Settings -> General -> Phone.
Facetime turned on and functioning.

    If you have an old ID in Settings>iCloud as a result of updating to iOS 7, to change it you have to go to Settings>iCloud, tap Delete Account, provide the password for the old ID when prompted to turn off Find My iPhone, then sign back in with the ID you wish to use.  If you don't know the password for your old ID, or if it isn't accepted, go to https//appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID.  Tap edit next to the primary email account, tap Edit, change it back to your old email address and save the change (you should need to verify the old account).  Then edit the name of the account to change it back to your old email address.  You can now use your current password to turn off Find My iPhone on your device, even though it prompts you for the password for your old account ID. Then go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud).  Next, go back to https//appleid.apple.com and change your primary email address and iCloud ID name back to the way it was.  Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.

    It sounds like your phone is not connecting to your Wi-Fi network. You can use the troubleshooting from the following article to help get that issue resolved:

    I have recently bought a white iPhone 4S on Tuesday, and it has been repeatedly loosing all connection and just suddenly switching off.
    When this happens I am unable to turn the phone back on again without a power source plugged into it. When I try to remove the phone from the power source it goes completely dead again.
    However, the most recent time this has happened (today), as soon as I returned home the phone had no problem starting up as normal when I pressed the power button.
    The signal was working fine even though it says 'searching' in the left hand top corner of the screen. I am wondering if my WIFI at home is influencing the phone to work inside the household?
    This is a problem that needs to be sorted out ASAP because the phone is not working the majority of the time when I need it to.
    Please if you have any suggestions or know the cause of this problem inform me straight away.

    Try connecting it to your iTunes library in Recovery Mode and restoring it.  See this article for help on getting your iPod into Recovery Mode.

    Thanks for the question. After reviewing your post, it sounds like you need to deactivate Find My iPhone on a device that does not work. You will need to work with the family member of the account the iPhone is registered with. I would recommend that you use this article to help you resolve or isolate the issue.

    Try to re-set it as rudegar suggests. If that doesn't work, try a restore. If that doesn't work, try a restore as new.
    If the settings are still grayed out, then your phone has suffered a hardware failure.

        Oh boy! Acting kind of weird seems to be an understatement, aquaequus!
    What type of troubleshooting were we able to do with you? I want to make sure that we can get some sort of resolution for this problem.
    It is quite possible the battery door may get your phone in working order again. I'm not sure if the store has it in stock, but it is available in our warehouse for $14.99 which can be ordered via customer service.

    Not really.
    I upgraded to ios 8.0.2 and the problem goes on.
    I restored it to factory settings, and started installing every app, one by one, and the Copy + Paste problem still happens.
