IPhone 4 won't turn on or restore? (Error 21)

My iPhone 4 will not turn on nor restore. When I click restore it says iPhone could not be restored (error 21). I have taken my iPhone to the Genius Bar at the apple store and they said they cannot do anything because the previous owner of the phone had taken it to a third party location the last time it needed to be fixed. Please help! How do I fix my iPhone?

    I have just upgraded from an iPhone 4 to an iPhone 5.
    I backed up my iPhone 4, but when I try and restore the music/pictures/apps etc it doesn't work properly.
    I plug in my new iPhone 5, and run through the 'Set Up Your iPhone' but restoring from my backup. It seems to complete the process within 4 minutes, and then says it will turn off and on again and will appear in iTunes. However it turns itself off, but then doesn't turn back on. I press the On/Off button on the top right of the phone and the Apple logo appears, and then goes to black again. The only way to turn my phone back on again is by doing a hard reboot (Home button + On/Off button at the same time). When it turns back it, it's as if its a new phone again - I need to select wifi, my iMessage details etc.
    I then go back to iTunes and the restore doesn't seem to have worked, as the 'Set Up Your iPhone' page is back up again.
    Weird thing is, I have all of my photos and have found a way to get my apps back - but I have no music, and iTunes still says my iPhone isn't set up.
    I am really confused and not sure what to do.
    Has anyone experienced something similar and been able to solve the issue?

    I had the same problem, tried several times, including new backups from my 4s. Ended up unplugging the usb cable and plugging it into another port and the phone came on and finished syncing and putting all my apps and info on my new iphone 5.
    2.5 hours of trouble shooting later.
    At least everything is in the right spot, all the data is populated and everything looks great.

    I cracked my phone screen and so I had to get a new phone just today. So, I was now restoring the back up I created last night on iTunes so I left it alone for a bit while I did some cooking. It sort of "switched off" but had my wallpaper blurred in the background with the message saying "restoring in progress". So I left it alone. Now it's completely off so I assumed the restoration is done. I've tried to turn it on, the Apple logo comes up and then disappears after about 3-5 seconds. Nothing happens afterwards and now I'm stumped. How do i turn it on? Please help asap thanks

    I was very worried losing all my medical stuff on my iPad Air 2, plus i have nothing to use for the next day! So i have to try all the possible things i read on the internet!! And this worked on my part (Thank God, and thank you Google)
    Perform a hard reboot
    Hold down the Home button and Power button on your iPhone or iPad and keep holding them until you see the Apple logo. Once you do, you can let go. When your device boots back up, go ahead and check to see if the apps have started re-downloading. If they still appear to be stuck, continue on.

    All of a sudden just three days ago my phone would turn off while it had ample battery life. Then, it still turned back on for a few hours. Just yesterday it had to be plugged into a power outlet in order to turn back on so I restored it. Today it won't turn on or restore (error 21) using any method described in troubleshooting options. It's not jailbroken and it has been resting all night, itunes is also up to date.

    These are features of faulty battery. If you have Warranty or AppleCare, make Genius Reservation and take iPhone to Apple for resolution. If no coverage, then next step is battery replacement.

    Thanks for the question, and great troubleshooting so far. To completely isolate the issue, you may want to follow these steps:
    Will not turn on, will not turn on unless connected to power, or unexpected power off
    - Verify that the Sleep/Wake button functions. If it does not function, inspect it for signs of damage. If the button is damaged or is not functioning when pressed, seek service.
    - Check if a Liquid Contact Indicator (LCI) is activated or there are signs of corrosion.
    Learn about LCIs and corrosion.
    - Connect the iPhone to the iPhone's USB power adapter and let it charge for at least ten minutes.
    - After at least 15 minutes, if:
                   - The home screen appears: The iPhone should be working. Update to the latest version of iOS if necessary. Continue charging it until it is completely charged and you see this battery icon in the upper-right corner of the screen . Then unplug the phone from power. If it immediately turns off, seek service.
                   - The low-battery image appears, even after the phone has charged for at least 20 minutes: See "iPhone displays the low-battery image and is unresponsive" symptom in this article.
                   - Something other than the Home screen or Low Battery image appears, continue with this article for further troubleshooting steps.
    - If the iPhone did not turn on, reset it while connected to the iPhone USB power adapter.
                   - If the display turns on, go to step 4.
                   - If the display remains black, go to next step.
    - Connect the iPhone to a computer and open iTunes. If iTunes recognizes the iPhone and indicates that it is in recovery mode, attempt to

    You said "reset," so Meg assumed that's what you did. But "reset" is not a button; to reset the phone you must hold the HOME and SLEEP buttons at the same time until an Apple logo appears. You may have to hold for up to 30 seconds, and if the battery was completely drained, you will have to restore iOS using iTunes on your computer.

    Have you tried a hard reset yet? Try holding the home and the lock button for about 10 seconds and see if the phone restarts itself.

    - Try on another computer                 
    - If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

    Actually don't hold down the Power button, but instead hold down the Home button until you see a graphic on the iPhone screen telling you to connect to iTunes.  This is putting your iPhone into a Forced Recovery Mode.
