IPhone 4S from Softbank Japan

My brother sent me an iPhone from Japan recently. He was a Softbank customer and updated his software to iOS 7 before he sent me. Now I have it, but unable to use it. Is there a way? Should I tell him to contact his carrier?

Japanese carriers do not unlock iphones at all.
Send it back to Japan.

    Like ckuan said, Apple does not unlock iPhone; your carrier does, provided that the carrier offers this service.
    Unfortunately, SoftBank does not offer authorized unlocking of iPhone.
    Your best option is to sell this phone and buy another iPhone from the carrier of your choice or better buy a factory unlocked iPhone so you would be able to use it with any compatible GSM carrier around the world.

    That iPhone is useable only on the softbank network. Softbank does not
    unlock iPhones for use on other networks. Sell that iPhone to someone who
    can use it on Softbank and use the money to buy an iPhone that will work
    with your wireless provider.

    No, iPhones from Softbank are locked to them, and from other user reports here Softbank does not offer unlocking. So you would not be able to use a Softbank iPhone in any other country.

    Purchase Softbank...you'll have to own the company in order to get your phone officially unlocked, as they do NOT offer official unlocking for iPhones. Once you own the company, change the policy & you'll have an unlocked iPhone. Although, it might just be cheaper to purchase an officially unlocked iPhone somewhere else.

    So am thinking about getting a iphone 4 from japan I will be staying here for a year so I need a phone. I know that some phones are like this: you buy it in a country (like japan) and its locked to that countrys phone carrier(softbank, but if you take the phone out of the country then you can use any sim card.

    In short I want to use the iphone when I get back to sweden.
    And for the record I think its lame that I cant call apple or send a mail to them asking this.

    With an iPhone that is sold as carrier locked with a designated carrier, the iPhone remains carrier locked regardless which country you are in. This is the same with every cell phone that is sold as carrier locked.
    It is up the the carrier the iPhone is sold as carrier locked with if they will unlock the iPhone after the contract period has expired or when requested by the subscriber. You need to contact Softbank and ask if they will unlock an iPhone sold as carrier locked with Softbank under any circumstances.
    And for the record I think its lame that I cant call apple or send a mail to them asking this.
    Apple doesn't provide support via email in any country, but they do provide telephone support. You can call an Apple store in Japan or visit an Apple store if there is one nearby, or you can call AppleCare. This particular question is for the carrier the iPhone is sold as carrier locked with, not Apple, which is the same with any cell phone and cell phone manufacturer. Why people think this should be any different with an iPhone and Apple is beyond me.

    The only way for the iPhone to be unlocked is for Softbank to unlock it .
    They have it locked to their network because they will have subsidised the original purchase price

    You cannot. The iPhone is locked to Softbank, and only they can unlock it. Problem is that Softbank will NOT unlock the phone, as they do not offer iPhone unlocking.
    Buy an iPhone in the Phillipines.
    PS Before you go on a rant at Apple, be aware that Apple does NOT unlock phones and they do not set unlocking policies. The carriers (Softbank in this case) set the unlocking policy.

There are no officially unlocked iPhones sold in Japan & none of the Japanese carriers...which include Softbank...offer official unlocking for the iPhone. There is no way to get any Japanese iPhone officially unlocked.

    All you can do is sell your iPhone to someone in Japan and buy another iPhone. Only the carrier can authorize unlocking, and Softbank does not unlock iPhones.

    If you have a Japanese iPhone and are using it with any carrier other than Softbank or AU, then it was hacked, since as the others have said neither of those carriers unlock iPhones. Therefore if you upgrade iOS or restore your iPhone, it will lock back to the original carrier and be unusuable with your current cell provider.
    We cannot help you with jailbroken iPhones. You'll have to look elsewhere for further assistance.

    All supported carriers require a data plan with the iPhone.
    If your carrier will permit it, you can put a Micro-SIM in the phone that does not have a data plan.  Make sure, however, that you turn off mobile (cellular) data in settings or you're going to potentially rack up some serious charges.  Not to mention tha fact that you are in effect, crippling the phone.
    If you're in the US, attempting to use AT&T, they will automatically add a data plan to the account when they detect you are using an iPhone without one.
