IPhone 4S verizon unlocked for overseas use without roaming

I am planning to get a new iPhone 4S in the United States. I travel to India once every two years. I heard that Verizon would let it's subscribers unlock the iPhone 4S after 60 days with good standing. This would allow verizon subscribers to use a local micro-SIM number overseas to avoid Verizon roaming fees.
To confirm this, I recently spoke with one of the Verizon customer rep that handles the international dept. She confirmed that this is true. She said Verizon would unlock the iPhone 4S like I have heard and that the unlocked iPhone 4S from Verizon would work only in places like Europe where there are only GSM carriers. In country like India, where there are CDMA and GSM carriers, the unlocked iPhone 4S with it's current software capability would identify the CDMA carriers first and would ignore the GSM carriers. And thus the unlock becomes useless there and I would end up roaming with my Verizon number instead of the local SIM number there.
Any one heard of this?

I just returned from my trip to India on Jan 12, 2012. I am going to detail out my experience here so everyone has a clear understanding.
I bought the Verizon iPhone 4s 16GB Black on Oct. 14, 2011. When I bought this phone, it was considered "locked." I was able to use my phone in India with a prepaid SIM card from Airtel and Vodafone. Here are the following steps I perfromed.
1. Call Verizon's global group to "unlock" the phone for you. It should be noted that this does not fully "unlock" the phone; the phone still needs to be "unbricked." The "unbricking" process only takes place once you insert a foreign SIM.
2. Purchase a foreign SIM. In India, I purchased one SIM from Airtel at the airport and another from Vodafone at a later time. To purchase SIMs in India, one must present the following: (a) copy of passport, (b) passport sized color photo, (c) verifiable local address -- hotel addresses are acceptable.

4. Insert foreign SIM into iPhone 4s. To "unbrick" the phone, you will need access to wireless or your laptop with iTunes. I used the wifi on my phone to "unbrick" and activate my phone. I had no issues with this process. I did not lose any data.
5. On the top left you will see the carrier. The phone will default to the carrier of SIM card.
My prepaid SIM worked perfectly throughout India (voice and data). I travelled the following cities: Delhi, Patna, Bodhgaya, Rajgir, Jaipur, Agra, and Goa. On my return to USA, I used my Indian SIM in Zurich (defaulted to local carrier -- Orange?) to make a call to my family members. Finally when I arrived to USA, my Indian SIM defaulted to T-Mobile as the carrier.
At the end, when I inserted my Verizon SIM, the carrier defaulted to Verizon. This whole process was pretty painless and saved me a bunch of money. If you guys have any questions let me know.

    When I insert a active AT&T GSM SIM card into the 4S I receive the following notice:
    The SIM card that you currently have installed in this iPhone is from a carrier that is not supported under the activation policy that is currently assigned by the activation server. This is not a hardware issue with the iPhone. Please insert another SIM card from a supported carrier or request that this iPhone be unlocked by your carrier. Please contact Apple for more information.

    It's funny that you're totally misreading and understand that law.  All it does is make it legal to 'jailbreak' your device.  It doesn't force the wireless carrier to allow you to unlock the device under the normal means.
    Previously, jailbreaking your device was illegal.  Now, it's not.  But it doesn't mean that the wireless carrier, or anyone else, has to provide assistance to you.
    Show me where in that law that it states that a wireless carrier must assist you.

    Mind you, I might be wrong but it looks like you do need to buy the iphone with a contract which means it wouldn't work in India.  So in short: If that's correct, then you'll just have to wait until it's available there.

    I would love to make the switch from AT&T to Verizon. Problem being, as many have noted, that the Verizon phone only supports CDMA. I live overseas 6 months out of the year and have currently been using my unlocked 3G iPhone and have had no problems whatsoever. What are the chances of having two different phones with one account? The 3G being used exclusively for when I am overseas, the iPhone 4 for domestic use.
    Problem being, my unlocked 3G phone is using iOS 3.1.3, whereas the new Verizon phone will be using iOS 4.3. Any way to reconcile this while retaining the same information on both devices?

    What "account" do you mean? Do you mean one account on your computer with one iTunes library? If so, then it will depend on how much trouble you wish to go to. Synching mail, contacts and calendars between iPhone may not be too problematical, depending on how you handle those now. Sharing documents shouldn't be a problem at all, particularly if you use a cloud-based system such as Dropbox. Synching application data, though, could be a serious pain, regularly requiring backing up and restoring back and forth between your iPhones. Difficult to say with any certainty without knowing more about how you use your iPhone now and what apps you use.
    Problem being, my unlocked 3G phone is using iOS 3.1.3, whereas the new Verizon phone will be using iOS 4.3.
    That's going to be a problem if you have to use the backup/restore trick. And you may find apps that won't transfer data between versions, something which may force upgrade of the app and iOS.

    I'm active duty military and will be deploying in January.  Currently I have the iPhone 4... and CDMA isn't an option where I am going.  Yes, I know I'll have to pay full price.  I'd like to stay in touch with my wife (via e-mail... voice is too expensive!) so i thought about purchasing an iPhone 4s.
    What I'm wondering is will Verizon unlock the 4s for me so I can purchase a local sim card where I'm going?  Keep in mine I'd be buying at full price (not upgrade eligible) and on military orders.  Data that way is cheaper than Verizon's 250 MB allotment.
    I remember the good ole days when I could turn on the unlimited e-mail/data blackberry package when I went abroad... my wife and I were able to stay in touch so easily!!!

Add on the fact that this is a new global iPhone that no user on here has experience with and you can pretty much expect guesses and theories more than fact. Yes, people can tell you how it works on other global devices, but no one can tell you how it will work on this 4s when no one has actually had their hands on it and had the experience of trying to get it unlocked. THAT is why I said calling VZ would be the best option for getting an answer. Or...you can wait it out on here and wade through the theories...but that could still take several weeks.

    It is unlocked, but the bands and frequencies in use might be different on the Korean carrier, and the VS980 might only work on 1 of those, or none.

    We're currently in NY and are considering buying an iPhone because it's way cheaper here than in Belgium.
    Still we have a few questions, hope we can get some answers
    - You should unlock your iPhone, should we ask for that right away in the Apple store ?
    - Doest unlocking cost any money, if yes, how much ?
    - What happens to your warranty, can you go to a Belgian Apple store if something happens to your iPhone ?
    - Can customs make any problems if you get one or more iPhones unboxed in your baggage ?

    Warranty will be valid only in the US. You will have to return the iPhone
    personally or via friend/relative. Apple will not accept international
    shipments for evaluation nor will Apple ship out of the country after
    repair/replacement. You cannot have your US purchased iPhone serviced
    or replaced in the US.
    LTE/4G on an iPhone purchased in the US will not work outside of North America.
    Tax, import duty, customs fees are best discussed with the appropriate governmental
    entities in Belgium.
    Be sure to ask in the Apple store for an unlocked iPhone - you will pay full retail price
    plus applicable taxes. There is no charge to get the iPhone unlocked.

    Why would you post this in an Apple forum?  Apple and other manufacturers don't lock phones.  Carriers do.  And only carriers can unlock them.
    Contact the carrier to whom the phone is locked and find out if they unlock iPhones and what the requirements are that you must fulfill.

    I update my iPhone 5 from 7.0.2 to 7.0.3 yesterday.
    Since then my iPhone does not care about the sim card.
    I can remove the sim card and the iPhone keeps searching for a network.
    Whe I insert another sim, the iPhone does not ask for a pin.
    I did a iPhone Restore. Saddly the bug is still there.
    My problem no is, I cannot activate my iPhone after the restore, because of the sim card problem.

    I have an android phone on AT&T currently, and I am looking to switch to an iPhone 5. My wife has a non-smartphone, and she does not want to switch to another phone. However, if we move to Verizon, she will HAVE to switch to another phone. So my question is this: Can I get a CDMA iPhone 5, and use it on AT&T? I don't need LTE, 3G is fine, and I don't need a hotspot. Price is not an issue, but I want it fast, and I don't want to have to do any hacking/jail breaking/illegal stuff. Would I just buy an iPhone 5 CDMA without a plan from an apple store and then sign it up for a plan on AT&T?

    Just use your existing upgrade (if you are eligible) and get the device through AT&T.
    Even if your wife's line is eligible for an upgrade, you can use that without affecting her service.
    Or as suggested, buy the unlocked version.
    The Verizon phone will be locked to Verizon.. there would be no reason to buy it at full retail which would require a Verizon contract with the intent of using it on AT&T.
