Then make a backup, update the iOS, restore as new and test again. If issue persists with known good chargers/cables/outlets, only on this one device, get the iPhone 4S serviced/replaced by Apple.
If within warranty/AppleCare+, it should be free unless there is some type of damage to device. ($199 USD + tax or $79 USD + tax if you have AppleCare+ and incidents left)
If outside or warranty/AppleCare+, then expect to pay $199 USD + tax.

I have had this problem for some time. It applies to both a wall charger (the one that came with iPhone and a third-party model) and a car charger (third party). Both wall and car chargers are rated at 1000 ma which should be enough power. Yet when the battery charge goes below a certain level the phone will not charge from wall or car charger, but it will charge from a computer.
I did some research on USB power. Per specification, a USB client (the iPhone) cannot draw more than 100 ma from the USB host (charger or computer or hub) unless it asks for and gets permission to draw more current. (This is so it does not interfere with other USB devices connected to the host.)
Inexpensive wall chargers do not contain any computing elements. They short the D+ and D- lines together. This makes it impossible for a client to negotiate a higher current draw, so the iPhone, working per the USB standard, limits itself to 100 ma. When connected to a computing device such as a computer or USB hub, the iPhone can negotiate a higher current, up to the 500 ma currently allowed by the USB standard.
This begs the question, why can't the iPhone charge on 100 ma when the battery is almost completely discharged? After all, when the battery has more charge, the iPhone will charge nicely from a wall charger. Perhaps someone has some insight into this aspect.
There is evidently a new USB standard for wall chargers that will fix this issue. Both the host and client must implement in order for it to work. (I haven't read the standard, but suspect it involves the client detecting that the D+ and D- lines are shorted together.) Obviously, either the charger or my iPhone 3G don't comply with this new standard. Maybe the iPhone 3GS does? Or maybe we have to wait for another iPhone model that has the hardware that complies with the new USB wall charger standard.
Meanwhile I have to be careful not to fully discharge my iPhone battery when I am away from a computer. I recently went on a 30-day trip and had no problem because I charged the phone every night. Of course, I did not use it much because it was an international trip and AT&T roaming rates are horribly expensive.

I bought an iphone 4s about a month ago. I noticed sometimes when the phone was pluged to the wall charger it did not display as if it was charging. Last week it started never charging unless it was plugged to the computer. I tried another iphone/ipad chargers with no luck, all of those devices did charge with my charger.

Ok. Try this first
Soft Reset - hold your device sleep button and Home button together for about 10 secs until you see Apple Logo.
Now charge it to see if it works.
If not, do a hard reset
SETTINGS / GENERAL / RESET / RESET ALL SETTING
Check your charging again.

Try cleaning out the charging port area gently with a wooden toothpick. You would not believe the gobs of lint and fluff that get packed in there, preventing a good connection between the charger and the pins. Good luck!

i use my friend's charger and her's work for mine perfect but my charge it has to be at a certain angel. for my friend's charger its more tight then my charger and different chargers be tighter then others at all.

I guess that it just had a bad connecting port on the phone itself, no clue why it wouldn't work when plugged in both ways other than there is actually some differentiating between the two sides.

It sounds like the iPhone is experiencing issues upon startup, and may not be loading the firmware or operating system correctly. If you have not already done so, try resetting the iPhone while connected to power:

IPad 2 not recognized in Itunes, will not charge when plugged in to iMac, extremely slow to charge on wall outlet

i've searched around but could not find a solution to what im trying to fix.
i hadn't used my iPad 2 for a couple of weeks but had left it on and in standby mode. when i plugged it into my iMac (which normally charges at a decent speed), absolutely nothing happened. i tried putting it in DFU mode and the "plug into iTunes" picture displayed, but still, absolutely nothing happened on iTunes. i can plug it into the wall outlet with the charger that it came with, but it is horrendously slow to charge (about an entire day to bring the battery level from 40% to 82%). there aren't any official authorized Apple stores around where i live (im stationed in Italy), so bringing it to a store is out of the question. is there something that can be done to fix this solution?

In terms of charging, have you tried a different charger and/or cable ? And you aren't currently using an iPhone or iPod charger with it - the iPad's charger is twice as powerful.
Have you tried a reset to see if it charges properly after it's restarted : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

If no change after restoring the iPhone with iTunes as a new iPhone or not from the backup, there is a hardware problem.

I have the a similar problem - only I can't actually get the calendar to show up. I've added the account and it's showing Mail and Notes but not Calendar. But I'd like it to show the outlook calendar.

Go to settings > mail contacts calendar
select your account that's affected
But under that account there isn't a calendar showing and I can't see any options to add it?
