Iphone 5 been stolen, what should i do ?

My iphone 5 been stolen by someone. i am try to connect i-cloud immediately and use find my iphone to trace my iphone location but it show offline.
I call to Apple support, they said if my iphone been restore the ios, all my data will gone and the theif register another new Apple ID and use my iphone.
But i think every unique iphone have they unique serial number, but they said apple not provide the service about which apple ID use that unique serial number of iphone.what should i do next? i still believe that Apple sholud know the unique iphone only can use by specific AppleID unless if need to change Apple ID, it must have permission from last Apple ID user. It is correct ?

You cannot switch the apple id on the iphone unless you have the iphone in your possesion.

The only way to locate/disable/erase any lost/stolen iPhone is through Find My Phone or a similar app. However, this requires that Find My Phone be setup/activated, on your phone, before it was lost/stolen. You would then login at iCloud.com & try to locate it. This requires the phone be turned on & have an Internet connection. There is no other way to locate a lost/stolen iPhone. Apple can't/won't help you, nor will your carrier. Report the loss to the Police, your carrier & Insurance company. Change all of your passwords.
If your carrier offers Blacklisting & they Blacklist the phone, it will be unusable as a phone.
If locked with a passcode, all a thief or whoever finds it has to do is force the phone into recovery mode & restore it. While this deletes all data on the phone, it also removes the passcode so the phone can then be used as a phone or touch.

You should have been syncing your contact with your computer all along. Just sync them from the computer to the new iphone.

I think I am following -- I was able to upload to my iPhoto and all photos and videos are there that is a plus! I tried to create an Event in my iPhoto and put all of my photos in that event but for some reason, now my iTunes it not recognizing that Event in my iPhoto. It is not allowing me to import just that event at the moment but I may be doing something wrong. At least all of my pics and vids are in iPhoto so that is a plus and I know they are at least saved somewhere. Just for some reason, my iTunes it not locating the event that I created with only those photos.

Also, I had no clue that my iCloud could be backed up via cellular data! However, is this a new feature with the most updated iOS?? Unforutnatly I am like 2 iOS updates behind because I don't have enough storage on my phone. The iPhone doesn't save contacts to the SIM card so I don't know what good knowing the SIM card number would do you. If you have no back up of the contacts, they are lost.

You should at least check iCloud.com to make sure that you don't have it enabled. It tends to do that by default.
So go into iCloud.com and sign in with your Apple ID
Click Find my iPhone
Click "All Devices" and see if your phone is listed
Click your phone if it is
Click on "Lost Mode" and follow the prompts.
