im looking at a iphone on ebay and it says it's icloud blocked, if I factory restore it will that unblock the icloud or when I copy my information over from my phone will that unblock it? help me out here please

NO and NO.
The Apple ID and Password that was Originally used to Activate the iDevice is required
If you do not have that information you will not be able to use the Device.
There is NO Workaround.

If they sign into your iCloud account with your ID, their iCloud backup would then be in your account. However, they would also be sharing your iCloud account and any data they sync with the account (contacts, calendars, etc.) will be merged with yours and the merged list will appear on both phones. When you say the iPhone was blocked, do you actually mean it is locked to a carrier, or do you really mean the iPhone is blocked from use?
Thie is the second post from someone buying an iPhone in Dubai and then having problems with it and with support.
If you cannot get the seller to respond, try contacting Apple support at the appropriate number from http://support.apple.com/kb/HE57 and see if they have any help to offer.
Warranties on iPhones are only valid in the country of sale so any support will really require returning to Dubai, or sending the iPhone to someone in Dubai to handle it for you...Apple will not accept shipments from another country.

Sorry, there is nothing you can do until the device is removed from the sellers Apple ID.

You can only locate your device when it is logged into iCloud and 'Find My Phone' is enabled, additionally the device will need to be switched on and connected to a wifi or cellular network.
Unfortunately, you cannot activate iCloud or 'Find My Phone' remotely.
