IPhone 5 iOS 7 how do I reduce wifi data usage?

When traveling abroad I rent a pocket broadband wifi hotspot rather than renting a SIM because I want to keep my number for texting & calls.  I find that I have to tune the heck out of my devices to avoid consuming a ton of data.  The diagnostics aren't great to show what is devouring data.  I can get my idle IPad mini with iOS 7 and my IPad with iOS 6 to avoid consuming background data.  My iPhone 5 with iOS 7 however is devouring about 1MB per second.  I've deleted iCloud, shut off push, shut off notifications, shut of location services, deleted every deletable app, shut of background data, reduced the # of days Outlook & gmail fetch (manually), deleted iMessage, and shut off iTunes background updates.   I've done everything but wipe the phone.  Still when I turn on wifi with nothing running in the background it chows through the data. 

It sounds like you've tried some very good remedies.  A couple of additional thoughts:
Have you removed Game Center based apps?  Game Center can run checks to make sure you are still a high scorer, etc.
Have you considered contacting your cellular carrier and simply finding an international roaming plan supplied by them?  That would allow you to keep your number for texting and calls, but not have to deal with the pocket broadband.  It sounds like you're just planning to use the texting and/or calls very rarely.
Hopefully you know you can check cellular data use at Settings > Cellular > Cellular Usage (near the bottom).  You could dry run only using cellular data at home to see what is consuming your data.  Or if you simply keep your home cellular service while abroad, you can monitor your progress while traveling.

    I have Iphne 4s/5.0.1 and I'm also stuck with same problem from last 5 days. I have restored/backup/updated the phone as many times as possible. I have been with Vodafone Customer Care (India) and now everyone knows my problem there, but there is no solution.

    Problem -
    1. 3G / Edge working when restore as new phone
    2. 3G / Edge stops working as soon as backup is restored
    3. Copied and verified both of the files (8218978e4ab0a48035bb92653145a6be872ea858 (Restored new iphone & Restored backup iphone) have different settings. Replacing part of this file or even complete text of this file, changes the date/time stamp of file and on backup restoration it says "Corrupt backup" and phone restarts.
    4. I dont want to Jailbreak the phone
    5. Using any third party software to install new APN says "Only One APN can be installed"
    6. Profile doesnt show any other APN
    Is there any other way to delete this file (com.apple.managedCarrier.plist) or just change the section where in string value is "Portalnmms" to required value "iphone" along with key?

    My wife and I recently moved to the country and have no internet available by a physical cable or wire from an ISP.    Our internet service is provided through a Verizon Jetpack that we lease from Verizon.    We have an iPhone 4s, iPhone 5s, an iPad 1, and an iPad 2 (both iPads are WiFi only) 
    Our problem is excessive data usage.  Prior to our move, our iPhones each used approx .2GB per month.   16 days into our current billing month, the iPhones have each used approx 1.2GB, but our Jetpack (which creates our home WiFi for our iPads) has already used 10GB.  We do not stream anything on our iPads.  We use them in the evening for surfing the internet, checking Facebook, and playing Words With Friends.  That's about it. The Verizon online data calculator indicates we shoud be using about 4GB per month based on our iPad usage.   Yet my data usage log says that one night this week between 7:30 PM and 11:30 PM, our Jetpack used a full 1GB.  Is it possible that our Jetpack is simply "burning up" GBs while we sleep?  

    On my iPhone 4 running iOS 6,  Settings > General > Usage quotes the installed size of the apps not the data usage. I've just installed the Onavo Count which claims to record data usage of each app so one can see which the greedy ones are.

    You can find the backup files and then copy them to a safe place if you are worrying about this.
    iTunes places the backup files in these places:
    Mac: ~/Library/Application Support/MobileSync/Backup/
    The "~" represents your Home folder. If you don't see Library in your Home folder, hold Option and click the Go menu.
    Windows Vista, Windows 7, and Windows 8: \Users\(username)\AppData\Roaming\Apple Computer\MobileSync\Backup\
    To quickly access the AppData folder, click Start. In the search bar, type %appdata%, then press Return.
    Windows XP: \Documents and Settings\(username)\Application Data\Apple Computer\MobileSync\Backup\
    To quickly access the Application Data folder, click Start, then choose Run. In the search bar, type %appdata%, then click OK.

    Hard-reset didn't work multiple times.
    Restore from backup didn't work either.
    I called AT&T from skype on my computer and resolved the issue. Thank you for your help everyone. Here is the solution that worked for me for others to reference:
    I swapped my iphone 4 SIM card with my wife's iphone 4 SIM card. Both phones received service immediately and I made successful test calls from both phones. Upon returning the SIM cards to the rightful phones, they both worked right away. I suppose just removing and reinstalling the SIM card could have worked.

    If you are able, try modifying or deleting the account using "/Applications" > "Utilities" > "NetInfo Manager.app" - (be careful that only the user and not the entire "users" directory is selected when you delete).
    Otherwise, the output from this commands might provide more info on the state of the user records, potentially providing a clue to how to fix it (if the second field in any entry contains anything other than asterisks, don't post them):<pre>nidump passwd /</pre>Also, if the user shows up using this command, that might provide another method for referring to the user using "NetInfo" based commands:<pre>nicl . -list /users</pre>If there aren't a lot of other users on the computer, you could always reset the whole "NetInfo" database as described in the document below.     I am on 2GB ATT data usage program. I always make sure that I am on wifi before I do data-intensive transactions.
    Last month, I downloaded a large file: 1.5GB and was hit with overusage.
    I called in the first time, ATT told me that perhaps I made a mistake. I said OK...
    The second time, I recorded each steps(video taped and took photos) of each steps of what I was doing to make sure that I was on wifi
    Again I was charged for overusage.
    I called ATT. They told me that it might hardware or software problem.
    Anyone has any idea what's going on?

    Pretty simple way to check how your phone is logging the data transfers is to reset our data counters, turn off 3G data and download something. If the data transfer shows up on your phones cellular data log then you know it's being logged wrong by the phone.
    Given the 42 page thread on unusual and high databtransfers going on at odd hours in the night I wouldn't put it past ATT to have something buggy going in their networks that is causing people to go over on their usage. Call it coincidence that when they switch to metered data they seem to have lots of people accidentally going over on their usage. Of you're a conspiracy type it's ATT trying to rape customers while they have an excuse. If you're not it's ATTnot knowing how to properly implement the data metering and using their customers as the beta testers. It's not inconceivable to think that the outsourced code jockey in India writing the billing software didn't know what the outsourced code jockey in XYZ was doing for the metering and caused a mess.

    Settings > General > Background App Refresh allows you to enable/disable Background App Refresh entirely or by app.
    Settings > Cellular > Use Cellular Data For allows you to see how much cellular data has been used by apps and by specific system services since you last reset the statistics there.
    Also, some carriers (Verizon for one) allow you to set thresholds (e.g., 50%, 75% of data plan reached, etc) where they will automatically warn you re your data usage.

    When wanting to find location information of photos on your iOS device in iOS 8, the online User Guide provides some great information for how to search:
    View photos and videos - iPhone
    View by location. While viewing by year or by collection, tap . Photos and videos that include location information appear on a map, showing where they were taken.
    While viewing a photo or video, tap to show and hide the controls. Swipe left or right to go forward or backward.
    Search photos. From Albums or Photos, tap to search by date (month and year), or place (city and state). Search also keeps your Recent Searches on hand and gives you a list of suggested searches.

    you can import that file in itunes, verify it plays, then attempt to sync to ipad with itunes. I have had limited success, cause some of the versions will not transfer.

    Since photos are typically large files it will probably be quicker with the thumb drive. The other way is to set up sharing where the files are located and directing the other computers to look there.

    Personally I would go with the highest plan you can get (2gb). After one month check your usage. If you didn't go over 200 (which you probably will), switch to the lower plan.
