IPhone 5 - Personal Hotspot setting not on my phone.

I have a iPhone 5 iOS 6.01 on Tesco pay monthly.
I have never had the personal hotspot option anywhere on the phone, not in general settings, the bit at the top or Internet tethering in the cellular options.
I have looked at lots of forums and tried resetting the network settings about 8 times. I don't use the app "Onvao" app thingy. Im just suprised that it's not in any of the settings.
Here are some photos of how its not there.
I am lost to why this has happened and am wondering if there are any steps I can take to rectify this?

No - if the carrier doesn't support it, the UI deletes the option entirely from the phone which is why it won't show up for you.
I have a '3' SIM and an O2 one and if I put in the O2 SIM the option completely disappears just like yours is showing, so your phone is behaving as expected.

    I HAVE RESOLVED THIS!!  The problem was that I was signed in to iCloud on my iphone with an old Apple ID and using a different Apple ID on my pc. I signed out of iCloud on my phone, then re-signed in with the same id as the iCloud on my pc. Presto chango. All is well.

    Sounds to me that your O2 sim card doesn't allow you to use it as "personal hotspot"...
    yes carriers can do that. You should contact your carrier about this.

    BSNL is not a supported carrier. Personal Hotspot requires carrier support and provisioning of the account to enable it. iOS 7.1 disabled the ability to manually configure Personal Hotspot on unsupported carriers.

    Please don't shout!   Using all uppercase means shouting on the internet.  If your keyboard is stuck please say so, otherwise people will think you are being obnoxious.
    Now the first question is, when you are saying connecting to personal hotspot, have you always been using the iPhone to connect to the internet?   Are you someplace where the only place to connect is available via tethering to the iPhone's celluar network?  Or do you have other options?

    I've been struggling for a long time detecting my iPhone 4S Personal Hotspot on my MacBook Pro and my iPad2.  Apple support has not been able to resolve the issue.  Sometimes the iPhone would show up; most of the time, not.
    Recently, after learning that Siri cannot read Messages to me when I have a passcode in effect, it occurred to me that maybe the Personal Hotspot doesn't show when the phone is locked and/or passcode protected.  I've been doing some testing and I think I've demonstrated to myself that this is true.
    Each time I want to connect my MacBook or my iPad to the hotspot, I find I have to slide the lock to open the phone before either piece of equipment will detect it and connect.  I also notice that it takes a long time before the hotspot appears.
    With previous smartphones, the hotspot appeared quickly and was always easy to detect as long as it was enabled.
    Has anyone else had the same experiences?

    I've since resolved this problem - at least so I can cope with it without too much hassle.
    You said your phone is unlocked.  Do you have a passcode enabled?
    In my experience and testing (Apple support has been useless on this problem), I've narrowed it down to making sure the phone is unlocked and passcode disabled.  Either feature alone will block the WiFi hotspot.  [By the way, I've also learned that Siri is blocked from reading text messages, etc. when the passcode is in effect - even if you are using a Bluetooth device that is already paired with the phone.  Obviously, you must be the owner of the phone if you've pair your device to it.]
    I went to my local Apple store on a Genius support visit.  I demonstrated how enabling either feature blocks my iPad's ability to detect the hotspot, and disabling both allows my iPad to see the hotspot.  The guy just said he had never seen that before, and that they are always learning new things.  He didn't do anything to elevate the case to higher level support, like Apple engineering.  I just left the store and that was it.
    I've explained this to Apple support more than once and they never seem to be aware of it.  I'm supposed to call to speak with a management level guy, but I haven't remembered to make the call.
    So, I walk around with an unsecured phone all the time so I can conveniently access my WiFi hotspot.  And I have to make sure the phone it unlocked until the connection is established so my computer or iPad will find it.  Otherwise, all I can see is everyone else's equipment.
    Maybe people don't use the hotspot much.  Apple doesn't seem to care.

    Check with your carrier or telephone service provider.  Not all carriers provide this service.

When connected to the pc it shows on the iphone screen '1 connection' but the pc says 'no internet connection' I've spoken to three who say it must be a phone fault. Any help appreciated. :-)

    If you have restored as new that pretty well covers software issues
    Looks like a trip to an Apple Store and a likely Out of Warranty exchange unit  £159 over the counter
    May e consider an upgrade with the money ?

    Go to Settings / Cellular / Cellular Data Network, scroll down and you will see PERSONAL HOTSPOT.
    For APN I used 'internet'.
    The password came in automatically
    All was restored then

    Depending on the country where you live, some features like FaceTime might not be available for your phone.
    Others, like Hotspot, will have to be included into your data plan to be working. Contact your carrier about that.

    I can no longer connect my iPad Mini 2 w/ iOS 8.1.2 to connect to my iPhone 6 (iOS 8.1.2, Verizon Wireless) running Personal Hotspot.The iPad displays the error "Remote Hotspot Failure - Unable to start personal hotspot "iPhone.  However, my Windows 8.1 laptop connects to the iPhone just fine. The iPad connection problem occurs with or without the Windows laptop connected or even turned on.
    Both the iPhone and iPad have Bluetooth and WiFi on, and the iPhone has Hotspot active. The iPad shows the iPhone Personal Hotspot on the WiFi Settings page, but throws the error each time i attempt to connect. Additionally, the iPhone shows 1 Connection on Personal Hotspot even though I have no devices connected. I have reset my network settings twice on both the iPhone and iPad.
    BTW - I used to be able to connect the iPad to the Hotspot prior to updating to iOS 8.1.2 on both devices.

    Forgetting the hotspot on the iPad sent me in the right direction. I now have it working correctly, and seem to have diagnosed the cause.
    The cause seems to be that I had connected the iPad to the Hotspot via Bluetooth. Once I figured out how to delete that link, I was finally able to connect to the Hotspot. Here is what I had to do:
    On the iPhone:
    - Turn on WiFi and Bluetooth
    - Turn on Personal Hotspot and change the Hotspot password (this may not have been necessary, but things are now working)
    On the iPad:
    Reset all network settings:
    Settings -> General -> Reset (at bottom of page) -> Reset Network Settings (deletes all known networks and their passwords and restarts the iPad)
    Turn on WiFi and Bluetooth (I had found that Bluetooth must be on is necessary in some other research)
    DO NOT CONNECT TO THE PERSONAL HOTSPOT USING BLUETOOTH - DON'T GO THERE!
    Connect to the Hotspot using WiFi
    Settings ->WiFi
    - Wait until you see "iPhone" under PERSONAL HOTSPOTS (or maybe CHOOSE A NETWORK)
    - Select "iPhone"
    - Enter the (new) password that you set on for the PERSONAL HOTSPOT on the iPhone
    You should now be connected via WiFi
    Bottom line: Unless you have some VERY compelling reason to connect to the Hotspot via Bluetooth, NEVER do it. WiFi speed is multiples that of Bluetooth. With WiFi using Broadband Speedtest over Verizon LTE - 2 bars/dots - I am consistently getting between 15 and 20 Mb download and 3-15 Mb upload. With Bluteooth using the same test, I was getting about 1 Mb maximum upload and download.
    I hope this solves the problem for all reading this thread. And thank you ManSinha for the helpful clue.

    I used my iPhone 5 with latest iOS version. When I connect my iphone to a 5GHz band at home and then ON the Personal Hotspot (PH), my ipad mini retina can't connect to the wifi of the iphone, it said "Unable to connect". I tried it with my laptop and got the same result. But if I disconnect it from the 5GHz and reconnect to a 2.4GHz band (at home too), then turn on PH, it will let other device connect normally.
    I know that I can solve the problem by connect to a 2.4GHz and then turn on PH. But the problem is when I go out, every wifi around me is password protected, and I need to share PH to my laptop. it just won't connect. Do a Network reset solve the problem too, but when I come back home and connect to my 5GHz band, the problem still raise, PH will not let any device connect to it until I connect my iphone to a 2.4GHz and then turn on PH again.

    I have tried bluetooth tethering and it does work, but often i find has the same issue after a few minutes or if i let my device sleep, i have to reinitiate the hotspot. Whats worse is that i can go into the hotspot settings sometimes and it says "NOW DISCOVERABLE!" but nothing can see it, not my iPad, not my laptop, nor any other wifi enabled device until i toggle Hotspot off and on again.
    Also, distance is an issue. Occasionally I like leaving my iPhone to charge on my desk to charge as tethering beats the battery up and if i go to the room next door, the bluetooth drops. If i don't come back within range in a few seconds, the hotspot becomes undiscoverable and I have to go through the process again. Overall this has not been a feasible solution for my issues.
    As for resetting the network settings, I had to do this initially when I upgraded to iOS 5 as the Personal hotspot setting disappeared entirely. I had to do a full network reset, and reboot my handset once more for Personal hotspot to even return as a usable option but it didn't help the flakiness.  This isn't an iOS 5 new issue though, as i said, it's been happening since 4.3...
    All these super annoying first world pains eh?  Again, thanks for your feedback but it doesn't help my particular issues.

    ok guys same thing happened to me on iphone 5 and I found a solution. my situation was similar as many of you:
    my operator is vodafone and when my sim was activated vodafone sent me a profile for operator settings so I installed it. but when I tried to enable personal hotspot, the menu simply disappeared from settings menu. there was only settings -> general -> cellular  -> personal hotspot but it wasn't like "on" or "off", it was trying to do sth for a while but nothing happened. when i clicked on it it gave the message "to enable personal hotspot on this account, contact /operator_name/ (vodafone)". I contacted them for nothing, just to lose money for contacting. they said it was apple's problem but i knew it wasn't because it was working with my former operator. I tried everything suggested on forums, none worked. so I simply deleted this profile, and personal hotspot menu instantly came back to the settings menu. now it works just fine and you don't need a profile to make calls, send sms and mms or use cellular data (3g). I actually don't know what a profile is good for but I now know it disables personal hotspot.
