You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
You can restore from a backup if you have one from BEFORE you set the restrictions passcode.
Also, see iTunes- Restoring iOS software.

‘iPad is disabled’ fix without resetting using iTunes
Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
2. Open iTunes with the iPad disconnected.
3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
5. Click ‘Setup as new iPad’ and then click restore.
6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
8. The first stage in the restore process unlocks the iPad, you are basically just canceling out the restore process as soon as it reactivates the iPad.
If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

Try it and good luck. You have nothing more to lose if it doesn't work for you.

Someone lockout my iPhone, but I know the passcode...
Someone lockout my iPhone, now it says the phone is disabled and I should connect it to iTunes. The problem is, I don't have the computer that I last synched it to anymore and I haven't got the chance yet to make another backup. But I know my passcode, I just need a way for my iPhone to ask me to enter it again. Is there a way? Please help! I don't want to restore and lose all my data! Thanks!

My iPad 2 is disabled. I know the passcode and apple id. How do I enable it?
My iPad 2 16Gb has been disabled because the wrong passcode was entered too many times. Since purchasing the iPad I never purchased anything from the Apple Store and after a couple years my passcode got misplaced.
A friend of mine in the church where I attend tried to help me and went to iTunes, erased the iPad and downloaded the new software. When it was time to activate the iPad, it demanded my apple id and original passcode at the time of purchase.
I searched and found it in my wallet but the last three characters were uncertain. The salesman used an "up-arrow r" for "R" and counted it as two characters; so the passcode only had 7 characters instead of 8. I thought the up-arrow was a "p" and it could have been capital or common. Then the "r" might have been a "k" because the way I wrote it. After many combinations, I ran out of tries and the iPad was disabled. Eventually I realized it was a "R" but too late.
I visited the Apple Support in my country and they were unable to do anything about it even though I had the right apple id and passcode. The security questions were the problem.
The first security question was my birth date and I was getting that wrong. Why, I don't know. How could I get that wrong. Not even my wife's birth date works. I began to question whether the salesman went through any security questions with us at all.
How do I enable the iPad knowing my apple id and passcode at the time of purchase? You're facing Find My iPhone Activation Lock, and you will not be able to use you're iPad without knowing the Apple ID and Password used to originally activate it. If you don't remember your password, try: https://iforgot.apple.com/password/verify/appleid

Hi brieeastwood,
If you are having issues with a disabled iPod touch due to multiple incorrect password entries, you may find the following article helpful:

I need to use my old Trophy phone for a couple of days until I get my new iPhone, but I forgot my passcode, as I haven't used it in over a year. How do I get in?
Let's get your phone unlocked, pb1441! When the passcode is forgotten on the HTC Trophy, a Factory Data Reset would need to be done. Here is a link with the steps http://vz.to/1ofEiHx. Be sure to follow the ones listed under Alternate Reset Method.

HT1212 iPod touch disabled but I HAVE the passcode...
Is there any way I can restore it with out erasing all the data?
my son lucked out of his iPod touch (4th)... but I have his passcode... the problem is that I haven't synced it with iTunes in ages... (bad mommy...) and all of his games progress are going to be lost if I erase and restore it as instructed.... (not talking about the actual Apps that he'll loose but the progress of the game, data etc...) is there any other way to do it?
thank you!!!!!You may be able to backup. Otherwise you will have to restore using the last backup you have. Some games maintain status on servers and for those games status will not be lost
Forgotten Screen-Lock Passcode
Connect the iOS device to your computer and try to make a backup
iOS: How to back up
Then restore via iTunes. The iOS device will be erased. Place the iOS device in Recovery Mode if necessary to allow the restore.
If recovery mode does not work try DFU mode.
How to put iPod touch / iPhone into DFU mode « Karthik's scribblings
For how to restore:
iTunes: Restoring iOS software
To restore from backup see:
iOS: Back up and restore your iOS device with iCloud or iTunes
If you restore from iCloud backup the apps will be automatically downloaded. If you restore from iTunes backup the apps and music have to be in the iTunes library since synced media like apps and music are not included in the backup of the iOS device that iTunes makes.
You can redownload most iTunes purchases by:
Downloading past purchases from the App Store, iBookstore, and iTunes Store
If problem what happens or does not happen and when in the instructions? When you successfully get the iPod in recovery mode and connect to computer iTunes should say it found an iPod in recovery mode. -

My ipad is disabled, I dont know the passcode and I dont have a computer to connect to itunes... is there anyway of reactivating ipad without connecting to itunes?
Sorry but no. You will need to get access to a computer with iTunes somewhere to restore the iPad. You can get help with this at an Apple Store if you have them in your area. Note that if you haven't backed up your iPad to iCloud, you'll lose all your data. Apps and other purchases from the iTunes Store can probably be re-downloaded.

I want to open my iphone because ot was accidentally played by kids and i dont know the passcode. My iphone is disabled already because of many attempt...can you help me?...
You need to connect it to the computer with which you initially sync'd your iPhone to iTunes. If you claim that the computer is no longer available, it reads as if you are in possession of a stolen device.
