2. Even if you were to try to get help from Adobe via its Adobe Chat, those Adobe Chat lines appear to be down (some
type of maintenance to its system - it has been days now).
You have been through many troubleshooting steps so far. Your Premiere Elements 10 does not work on Windows 7 64 bit. It should.
I assume that you can still use it on Windows XP 32 bit as before.
I have the following for you to consider:
1. Have you deleted the Adobe Premiere Elements Prefs file and the 10.0 Folder in which it exists? If not,

and in the 10.0 Folder is the Adobe Premiere Elemens Prefs file that you delete. If that does not work, then delete the whole 10.0 Folder in which the Adobe Premiere Elements Prefs file exists. Be sure to be working with Show Hidden Files, Folders, and Drives active so that you can see the complete path cited.
2. Get free new installation files.
Go to the following web site and download and install the Premiere Elements 10 Windows 64 bit tryout (you can use it as the tryout or insert your purchased serial number in it to make it your working copy).

Dans votre configuration réseau, il faut mettre une adresse DNS à 8.8.8.8!!!
J'ai essayé et ça marche autant via ITune (DNS du MAC) où directement avec le IPad (DNS du IPad).
