IPhone disabled. iPhone locked. No option to enter passcode.

Just turned on an old iPhone I thought was broke. It says it is disabled - connect to iTunes. When I connect it to iTunes it says it is locked but the iPhone does not give me the option to enter a passcode, I can only make an emergency call.
Any suggestions?

    Thanks for the question. The following article provides some solutions if you are having issues with passcode lock:

    If you have never synced your device with iTunes, or you do not have access to a computer
    If you see one of following alerts, you need to erase the device:
    "iTunes could not connect to the [device] because it is locked with a passcode. You must enter your passcode on the [device] before it can be used with iTunes."
    "You haven't chosen to have [device] trust this computer"
    If you have Find My iPhone enabled, you can use Remote Wipe to erase the contents of your device. If you have been using iCloud to back up, you may be able to restore the most recent backup to reset the passcode after the device has been erased.
    Alternatively, place the device in recovery mode and restore it to erase the device:
    1. Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
    2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to shut down.
    3. While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
    4. Continue holding the Home button until you see the Connect to iTunes screen.
    5. iTunes will alert you that it has detected a device in recovery mode. Click OK, and then restore the device.

    When I access my phone using touch ID, an image that was
    deleted a long time ago appears for a second then vanishes before my icons and
    apps show up. This happens randomly. I have deleted the picture and went into the
    recently deleted area to confirm deletion. This picture has never been my
    background.
    Is anyone else having this issue? It is only that one
    picture that keeps briefly appearing right after I access my phone. I have
    searched for a resolution for hours and can’t figure out why this is happening.
    The picture was sent to me by a friend that I saved to my
    phone, which has long been deleted.

    Yeah, the second phase scan skip was a fluke find. Was doing some testing the other day and decided not to go to the end of the training session. I hit back, and was surprised to see the newly registered finger entry...
    The picture that's shown with "adjust your grip" depicts the edge of the fingertip, and every time I tried that the first 2 weeks after launch, it failed 100% in no time at all.  I guess it just does not like some fingers
    The bigest thing I've found the works for me is nailing down a small enough area following the 3 rows, 3 columns I outlined.  It's what's given me the best results to date.

    With iOS 6.0.1 installed on my iphone 3gs (A1303), the first enter passcode screen that appears after a reboot (power off, then power on) will not allow a passcode to be entered. 
    Workaround:  turn off (not power off), then turn back on.  The second time the enter passcode screen is displayed after power on, it accepts a passcode.
    This must be a bug in iOS 6.  How can a bug that requires zero steps after power on get through Apple QA?

    ‘iPad is disabled’ fix without resetting using iTunes
    Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
    I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
    Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
    1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
    2. Open iTunes with the iPad disconnected.
    3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
    4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
    5. Click ‘Setup as new iPad’ and then click restore.
    6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
    7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
    8. The first stage in the restore process unlocks the iPad, you are basically just canceling out the restore process as soon as it reactivates the iPad.
    If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

    The phone will automatically re-appear when it connects to the Internet. However, don't get your hopes up, as thieves know this & will make sure your phone never re-connects so you can locate it.

    Reset, hold at same time Home and Power buttons until the iPhone restarts itself. If you have a screen protector on, consider removing it.

    I think the password it asked is the one that you used to encrypt iPhone backup.
