Iphone not turning off

this is my second iPhone 4s I have had the same problem with. I try to switch it off, it goes into closedown (spinning wheel), then the black screen then it restarts unprompted.
As my first phone was under 12 month warranty Vodafone replaced it free of charge, I was not told the replacement was a recon and only under a 3 month warranty. Guess what? the replacement phone has gone the same way. Vodafone want £150 to replace a dodgy phone!
Can anyone help?
