Then you're using the wrong Apple ID and passcode. You need the Apple ID and passcode that was initially used to activate the phone.

In iTunes, select iTunes Store under STORE, scroll to the bottom and change the flag (bottom right) to the country where you are.

That's because you can't activate any GSM iPhone without a valid sim installed in the phone. The sim itself need not be activated, but it must be valid, & it must be present. You have no choice but to get a Vodafone sim in order to activate your phone. You can borrow one if you want, but you need to get one.

I fixed mine! Settings>general>cellular>cellular data. Turn cellular data off then back on. Scroll down to roaming>data roaming. Turn data roaming on. Turn voice roaming on. I messed with these 3 and it finally started searching again and activated.
I tried all kinds of combinations prior to these as all of you have. Hope it works for your phone too. I also tried restore, DFU mode, airplane mode, reboot etc. Only the above worked. -

That's often symptomatic of a hacked phone. If your phone was not hacked or jail broken, try a new SIM.

Did anyone find a fix? My 4s started doing this ( after 1 yr of no issues) ,sadly it went from pink lines to No camera.My screen is frozen on the shutter. Front camera works but not the back one. I have tried all the resets,restores etc and nothing has worked. Was going to try putting a new camera but I suspect this is some software glitch.
Anyone put in a new camera and have it fix the problem? -

You can do anything you like, but until the iDevice is successfully restored and activated, it is merely a paper weight.

I tried but Siri did not activate when I moved my iphone near other objects, except my ear. You can have a try. If you can work out how the magic operates, please tell me. -

You contact the carrier it's locked to and see if they will unlock it for you. Activation problems are almost always due to the fact that the phone was hacked to unlock it instead of being legitimately unlocked.
Of course, this can also happen if you're trying to activate it without a SIM in it. You can not activate the phone without a SIM.
