Iphone4 locked which should be unlocked

My girlfriend bought a white iPhone4 in May. And there was something wrong with the home key.
She took it to the genius bar and changed a new one (which is in a black box).
And she has a 3 Network pay as you go sim card and put it in the iPhone and then it works well.
However, later she found her iPhone locked with 3 Network and she can not use other Network sim cards.
When she remove the sim card and put other network sim card in it.
It does not work and in General About of iPhone, it is still 3!
What is wrong with her iPhone? How could it be locked with 3 Network?

No it is not, Apple UK sell both subsidised phones for the carriers and a sim free one at the full price.  They even sell PAYG phones for the carriers that are only about £7 cheaper than their sim free ones but are locked to a carrier.
If there is any connection to  a carrier even from an Apple store in the UK it will be locked.

    Question is did you lock your Mac from Find my iPhone using iCloud or is the Macbook really yours?
    If you have in fact locked your Mac using Find my iPhone on iCloud then you will need to enter the PIN you have set when you locked the Mac.
    *If you have not iniate the remote Lock then someone else has used your Apple ID and Password to lock your mac.

    As stated ONLY the carrier can unlock it. AT&T now offers unlocking, however, from everything that's available so far, you must be an AT&T customer and have either completed your contract, paid the early termination fee, or purchased a no-commitment phone. If you are not an AT&T customer, it's unlikely they will unlock it for you.

    i upgraded it to the newest update and it came up sim locked enter three digit number to activate and then on the internet it said to restore it so i did that and now it says Sim locked insert a valid sim with no pin to activate :/

    The ONLY place that can unlock a locked iphone is the carrier to which it is locked ( if they offer this service).
    It sounds as if you may have a hacked/unofficially unlocked iphone and it locked back to the carrier when updated ( as it should if it is hacked).

    why are you posting on an Apple forum?  Only the carrier to which a phone is locked can initiate the unlock process (if they even offer unlocking at all).  Contact Mobinil.

    I bought my iPhone 4 from an Apple store a couple of years ago and understood it to be unlocked.  Now I am changing provider and it appears to be locked. I have tried the new SIM card with other phones and it is okay.  Originally I was with Vodafone and have recently moved to GiffGaff as I reached the end of my contract.  The iPhone won't start up instead it says "Only compatible SIM cards from a supported carrier may be used to activate iPhone.  Please insert the SIM card that came with your iPhone or visit a supported carrier's store to receive a replacement SIM card."Although my number has been ported across I place the old SIM back in the iPhone and it starts up.  Can anyone offer any advice?

    If you are in UK
    Apple sell unlocked but they will also sell an iPhone with a contract
    especially back in iPhone 4 days
    If you purchased fron an Apple Retail store ( Apple owned) and paid
    full price it should be unlocked as your Apple receipt should show
    If not , it is locked but (if in UK ) Vodafone do offer unlocking .
    Do a deep search of their site and you will find guidance not easy to find

    hi sorry what happoned is that ages ago i brought a i phone 3gs on 02 network i went to a sml phone shop and payed for them to unlock it. it has been fine till yesterday when i went to reset it from the phone it then turned off and came back on just just an image of a apple for about an hour so i connected to i tunes and it said downloading software after another hr it had finished but then i tunes said in had to insert a sim so i had to un plug the phone from laptop while i did this i put my orange sim in and the i phone said where do i live and had to connect to a internet connection but all the time saying no service where the signal bar is and then says activating i phone it took a few min and said couldnt finish it bec of the signal and to connect it to i tunes to do it so i connected it to itunes and i tunes just keeps saying invalid sim so i took my orange sim out and put a 02 sim in and is still saying invalid sim on itunes?

    Some clarification may help.
    You say you cannot boot normally.  It shows a gray screen with the Apple logo.
    Did you say it will boot successfully in Safe Mode (boot, then hold down the Shift key)?
    How did you boot the machine to run Disk Utility?  (Which keyboard combinations)?

    Try and force it into Recovery Mode
    1. Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.

    3.While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
    4. Continue holding the Home button until you see the "Connect to iTunes" screen. When this screen appears, release the Home button. iTunes should alert you that it has detected a device in recovery mode. Click OK, and then click Restore to restore the device.
    Note: Data will be lost. You may have to repeat the above many times.

    It would be useful to know how it happened once things get back to normal, because they will.
    Have you tried an adminstrator password?  If you have alllowed it to it will let you in through your Apple ID (Preferences Users and Groups).
    Booting up from a recovery disk will allow you to get in...I think.
    I once had a situation where I was asked for a pw which did not exist and I pressed "enter" and it worked.

    I just traded my Macbook Pro for a 27" Core i5 iMac. I wiped the iMac when I traded and I brought it home to do a full reinstall. I booted holding the Option key down and noticed this iMac had a recovery partition I opted to use the recovery partition to reinstall. To my surprise it was Lion. And the cd was snow leapord.  I was cool with that and signed in and used the computer all day. Then sometime while I was sleeping a obnixious alarm went off on the iMac and there was a box to enter your system lock pin code to unlock this mac.
    Priding myself on doing all repairs on my own since my primary job is reinstalled and virus removal. Long story short I could not access anything no matter what I tried. I ended up calling apple care and asking what needed to be done they explained I needed to bring it to a apple authorized store and they would have to unlock the firmware.
    Do you guys know what they are talking about or is there anything I can do before driving 100 miles to my nearest apple store. I find this rediculous.

    I did indeed did wipe the system clean at the owners house, I went home with what I thought was totally clean hard drive, there was a recovery partition I did not see until I got home. This recovery partition was indeed tied to the original owner which I did not know at the time. I assumed it was like any old windows recovery and it was clean and made reinstalls a dream. Well long story short I had the snow leapord cd in the drive and ready to go until I seen this recovery partition and I opted to use  the **** recovery and I reinstalled registered and signed into everything and used the computer all day 12 hours probably. By the way the recovery partition that was tied to this guy was lion.  
    So then I left the computer on and went to sleep. Late last night an alarm went off and that is when I saw the enter the pin to unlock this mac. I have tried holding the C when I boot up, I have tried holding the Option key when booting up. I have tried resetting the pram. Nothing can be done. I can get to another lock screen by phsically unplugging the power cord then booting up holding the option key. That will bring me to a screen with nothing but a lock and a line that I can type some kind of admin password. Nothing I have with work. I tried, root, admin, administrator, my password I used when I set lion up. Nothing!!!!!.
    At this point this machine is more or less 100% useless, the only option I can see is to bring it to a authorized apple retailer and have them fix it. I did bring it to a local apple store. And they said they could probably fix it, but I would have to pay them between 50-100 dollars. The repair guy said something about getting the info from the ram. I just laughed and left.
    Anyway this is like a BIOS lock, you cannot get to terminal, cd, to any boot options, you cannot reset anything at all. It's a full lock.
