You will need to keep monitoring it. The only time it will show up, is when the thief is logged on to a WiFi network. If he went and restored it already, I'm afraid you are SOL. In that case, grab a paddle.

No, sorry, there is no way you can get that information. The police perhaps could, but it would probably require a court order and it's unlikely the police will go to those lengths unless they have reason to believe that this theft was not an isolated instance and hence worth more of their time than the single theft of an iPod.
Even if they got the ID, it may well just be yours. Apple's registration database often contains such errors; I get the same message for some of my devices when I know I registered them to my Apple ID and the devices are all still right here.

My ipod was stolen, can I find out what the serial number of it is, based on looking at a connection history in my itunes? How would I do this? I didn't register it. I think I found the guy selling it, just looking to confirm the serial number and I'll make a phone call to the police.

Open iTunes on the computer you used to sync the iPod and select Preferences… from the iTunes menu.

Find my iPhone is relatively useless when it comes to recovering a stolen device. Anyone with a bit of know how can defeat it in a matter of minutes. It's really meant to help a person find a misplaced device.
Presume that any and all data and info on that device is compromised, do as Illass says, change any and all passwords to every account or site you accessed on the device and write it off as gone. -

Apple will not track it for you unless with Find my iPod. Again, whether you have the app or not doesn't matter, I believe you still had the service enabled. It doesn't hurt to try. http://icloud.com, click Find my iPhone after you sign in.

If you set up the Find My iPod service prior to the iPod going missing - the app is for tracking an iOS device from another iOS device - then there is a chance that can be tracked, though it depends on a number of factors (the iPod is turned on, connected to a WiFi network, and has not had the Find My iPod service disabled). Log into icloud.com and go to the Find My iPhone section. Note, though, that you'll only get the location of the WiFi router to which the iPod is connected; there's no way to pinpoint the exact location of the iPod itself.
If you did not set up Find My iPod, then there is no way to track it. Notify the police and change any passwords for any online accounts you may have used from your iPod (the iTunes Store, for instance).
