Ipod repaired, HD crash - How can I get my music back

My Ipod touch was sent in for repair a couple weeks ago - it just stopped turning on. They sent me a new one but it doesn't have any of my apps or music on it. While it was out for repair, my hard drive crashed. Father in law is still working on recovery, but if he cannot recover my music, am I out of luck? Doesn't Itunes keep a record of what you purchase? Do I really have to purchase it all over again?

Did you back up your purchases before you you reinstalled your system? If you erased your drive then the purchases will have been erased along with everything else. If you didn't make a back-up of your purchases to restore from (as you are advised to do) then I'm sorry to say that the policy on lost purchases is that you have to pay to download them again:
"Once a Product is purchased and you receive the Product, it is your responsibility not to lose, destroy, or damage the Product, and Apple shall be without liability to you in the event of any loss, destruction, or damage." iTunes Store: Purchased content can be downloaded only once
*You could try contacting the iTunes Music Store Customer Service and you might be able to persuade them to sanction a second free download*. There have been occasional reports in the iTunes forum of this happening, however just be aware that they are not under any obligation to do so.     Media and apps are not part of the backup. They need to be re-synced from your itunes library or re-downloaded from the store.

    Buy the songs that your friend put on the iPod that you liked. They had no right to give you the copyrighted music when they sold you the device.

    Go to iTunea>Preferences>Devices and see if there is a backupright at the time you did the update. Then try restoring from that backup. If the apps are in your iTunes library, any app data will be restored to the iPod.
    When restoring from an iOS 4 (or later) backup, if the device had a passcode set, iTunes will ask if you want to set a passcode (and remind you that you had protected your device with a passcode). iTunes will not ask you to set a passcode when restoring from iOS 3.x and prior backups.
    Therefore, remembe the passcode that you enter this time.
    It appears that if you restore from a backup, that backup is not subseqyently overwritten by the next backup.

    A new version shouldn't do that but it does seem to happen on occasion to a few unlucky ones.  Restore your library from the backup you make of your computer before you install new software.  If you don't have one, this is a learning experience.
    Your i-device was not designed for unique storage of your media. It is not a backup device and media transfer was planned with you maintaining a master copy of your media on a computer which is itself properly backed up against loss. Syncing is one way, computer to device, updating the device content to the content on the computer, not updating or restoring content on a computer. The exception is iTunes Store purchases which can be transferred to a computer.

    It won't show on iCloud because iCloud is associated with a specific Apple ID.  The music should be on your computer's iTunes and a Sync will put it on the iPad (be sure to configure iTunes properly).  If you want to get it from iCloud, I think that you need to temporarily change your ID back to the old one but I've never done that myself.

    Unless you subscribe to iTunes Match , Apple does not keep a backup of your iTunes library.  Even then it is not the library as it exists on your computer, but some version of the media, and only media files, not playlists.  Even then not all media are definitely available since anything removed from the iTunes Store since you purchased it is not available for re-download.

    In your case it sounds like you will have to obtain non iTunes purchases from their original source or a backup you may have made at some time in the past.

    If you bought this music from iTunes you can download it again from within your Purchases in the iTunes App.
    Otherwise, razmee is right. you can only sync to one itunes library.  If you sync to another one whatever does not exist on the new library will get removed from the phone.
    That's is by design to avoid Piracy. As otherwise you could simply transfer purchases to other users.

    Empty/corrupt library after upgrade/crash
    Hopefully it's not been too long since you last upgraded iTunes, in fact if you get an empty/incomplete library immediately after upgrading then with the following steps you shouldn't lose a thing or need to do any further housekeeping. In the Previous iTunes Libraries folder should be a number of dated iTunes Library files. Take the most recent of these and copy it into the iTunes folder. Rename iTunes Library.itl as iTunes Library (Corrupt).itl and then rename the restored file as iTunes Library.itl. Start iTunes. Should all be good, bar any recent additions to or deletions from your library.
    See iTunes Folder Watch for a tool to catch up with any changes since the backup file was created.
    In the unlikely event that all the media has been inexplicably and permanently removed from your computer, see Recover your iTunes library from your iPod or iOS device.
    When you get it all working make a backup!

    My computer (windows) turned off the other day and will not power back on.  We swapped out the power supply and it still does not come back on. 
    How do I get my music back?  I am afraid to log into another computer with my username and password because my library is sync up on the computer that is broken.  I have a lot of purchased songs that I was not able to back them up in a few months.
    I also have an iPhone, so I will need to keep it up to date with iTunes, but once again the computer will not turn on.
    Please give me some advice.
