Ipod touch 4th gen..updated to the most recent iOS and can not synch to get my apps and music back

... my ipod locked up. I found the instructions to reboot. I then had to reset it to factory settings. Now the ipod will not synch to bring back all my apps and music (which I can see on my itunes account). When I connect to the computer with the USB cable, it opens up itunes and goes right to the 'set up your ipod' screen and asks me to restore from a backup. I have done this at least three times. I even dissabled my security / antivirus software and still no success. What steps am I missing?

Downgrading is not supported by Apple.

If he still has any backup, for example as part of the computer backup routine, he could restore the settings and data again by replacing the iTunes backup folder. The folder is located here:

Your iPod can only be synced with one computer at a time. If you try to sync it with a new computer/iTunes library, it will replace the contents of the iPod with whatever is in the new library. You should probably disable the autosync functionality first by going to Edit -> Preferences, clicking the Devices tab, and enabling the prevent iPods,iPhones, and iPads from automatically syncing option.
Before doing anything else, authorize the new computer with your iTunes Account. In iTunes, choose Store -> Authorize This Computer and enter in the correct credentials. Either copy a backup file from your old computer to your new one or create a new backup of your iPod in iTunes before letting it sync.
Then right->click on your iPod Touch from under the Devices section in the left hand pane of iTunes and choose Backup. You might also want to take a look at this article to see what it all included in the backup.

Now onto synced content such as music, videos, photos, etc. For iTunes purchases you can copy them back into iTunes by choosing File -> Transfer Purchases. It includes arwor, mail. messages and some app date. Basically, what is not icluded in the other categories. If over about 1 1/2 GB that usually indicates that the "other" includes corrupted files. Usually restoring from backup eliminated the corrupted files. However, sometimes restoring to factory settings/new iPod is required.

My 2nd gen works fine with WPA2 and AES encryption.
You may need to go back and start over. Reset the router back to factory defaults, log on as the admin, set up security, DHCP, and make sure the IP address pool has enough IP addresses to lease to ALL of the computers/devices that will connect to that the router.

Restore, if iTunes will let you. Everything except the password will be restored. Connect via cable to the computer that you use for sync. Be forewarned that it takes a long time. From iTunes, select the iPad/iPod and then select the Summary tab. Follow directions for Restore and be sure to say "yes" to the backup. You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod. Again, say "yes."
At the end of the basic Restore, you will be asked if you wish to sync the iPad/iPod. As before, say "yes." Note that that sync selection will disappear and the Restore will end if you do not respond within a reasonable time. If that happens, only the apps that are part of the IOS will appear on your device. Corrective action is simple - choose manual "Sync" from the bottom right of iTunes.
If you're unable to do the Restore, go into Recovery Mode per the instructions here.

IPod Touch 4th Gen starts from the same song

I recently updated my iPod Touch 4th gen, 32 GB to iOS 6.1.2, from 5.1.1. I skipped iOS 6.0, 6.0.1, 6.0.2, 6.1, and 6.1.1. After the update, I noticed that when I play music from my "All Music" list, my iPod always starts on the same song, no matter what song I listened to last. Sometimes it starts at a song that's farther down the list, but I haven't been able to figure out what circumstances caused it to start at that song. To make things more confusing, once it chooses a different song, it always starts from that song.
I have confirmed that Shuffle and Repeat are both OFF. This issue occurs whether I have recently charged/synced my iPod or not. It also occurs after I perform a hard restart on the iPod. I have not tried restoring it, because I have not had time to dedicate the several hours it would take to re-install iOS and copy all of my stuff back onto it.
My computer is running Windows 7, 32-bit. My iTunes is version 11.0.2.26.
Any help would be greatly appreciated, and if anyone has questions relating to this issue, I'd be happy to answer them.

I didn't mention this in my initial post because I didn't think it was relevant, but the Home button on my iPod doesn't work. I've been using the virtual home button provided by turning Assistive Touch on.
I did try the first solution you suggested, but nothing happened. I'll make another post when I try the second method.
On a side note, and if it makes any difference, the device in question is not a phone. It's an iPod Touch.

   It's an update that addresses connection issues with Facetime. Wouldn't it be nice if it was a iOS7 limited version update like people were wishing?
There is nothing you can do! . . . If you wan't iOS7, you must purchase iPod Touch (5th generation).
Your iPod Touch (4th generation should let you know about the (update 6.1.5) but if it didn't well here it is.

- I suspect that he went to Settings>General>Reset>Erase all content and settings. For 1G or 2G iPod that can take hours and it will likely stall out if not connected to a charging source.
Try the following:
- A reset.
Reset iPod touch: Hold down the On/Off button and the Home button at the same time for at
least ten seconds, until the Apple logo appears.
- The connect to computer and try to restore via iTunes.
- Id something is still showing onthe screen, disconnect from computer/charging source and let the battery fully drain. After charging for an hour, Try the reset and restore.
- If you can turn the iPod off, se if placing the iPod in recovery mode and then restore. For recovey mode:

IPod touch 4th gen won't let me download iOS 6

When I go to Settings > General > Software Update, it says I can download the iOS 6. So I click Download & Install and it starts to download, but after about half an hour a notification comes up saying "An Error occured while downloading iOS 6".... I had my iPod touch 4th generation connected to iTunes the whole time, and I've tried restarting my iPod before downloading, and closing all my other apps before downloading it. But it still does the same thing! It has done this 4 times now! All I want is the new Emoji keyboard, is that too much to ask?! Has this happened to anyone else? What should I do?
