Is enterprise manager configured?

Hi,
I need to know weather enterprise manager is automatically configured when install or we have to configured it?
I am using application release 12 with 11gR2 database.
When i type the command emctl status dbconsloe from database server and oraprod user i got this error

Thanks for the reply.
Enterprise manager is configured for production, but it is not configured for test and development. Is it recommended to configure EM for test and Development instances.
If YES, then please tell me the procedure to configure it.
I tried to configure EM but it failed out with error.
