What roaming charges? If you have a local plan there are no roaming charges. This is a major reason for using a local plan.

Officially it's not referred to by Apple as the "iPad 4". Apple's official designation is "iPad (4th generation) Wi-Fi + Cellular". But the model sold in the Apple Store with the specifications and price you give is what many users will call an "iPad 4", yes. It is the most current model of iPad.

Ones with upgrades to the processor and RAM -- and also to storage -- need to be custom ordered either via the web site or through the toll free Apple phone number. They will build the new Mac to the exact specifications that you request right at the factory and then ship it to any store that you specify, and they can also give you a very good estimate for the day it will arrive at the specified store.
I recently did this for a 13-inch Macbook Air, where we ordered the fastest processor, the max memory (8 GB), and the most internal storage (512 GB). It arrived at the Apple Store about 5 days after the order was placed. -

thanksAs long as the indian carriers support the correct frequencies it should. Note, that warranty and service will not be valid outside of the country of purchase, so you would need to return to Malaysia to get it serviced.
Other than that most iPads are unlocked for use with sim cards from any compatible GSM carrier.
Note, that if the carrier you wish to use it on is CDMA, they will likely not activate a device that was not registered to them originally during manufacturing.
I suggest contacting the carrier you wish to use, to make sure they can give you a sim card with service for the iPad. -
I just bought an new ipad mini with wifi and cellular. Is there any way to send text messages to people and contacts that do not have iphones such as friends with blackberrys or a samsung galaxy smartphone from this ipad. Everytime I try to send a message to a person that does not have an Apple product ( Iphone or Ipad ) it comes up saying contact is not registered for iMessage and wont send it. I can only send them a message from my iPhone 4 instead. Do I have to install a new App from the App store to send these non iMessage cell users a message?

I have an IPad mini WiFi (not cellular) and an IPhone 5. I use the bluetooth connection between both devices when on the road. I downloaded a navigation system on my IPad using GPS positioning. Is the Bluetooth connection working to use GPS positioning on the IPad using IPhone 5 as the hotspot?
