Is iPhone 4s data really not working, or is the problem with Fido?

Question

I've been struggling to get data working on a second hand iPhone 4S with a Fido data plan.
We get the message "not subscribed to a cellular..." when opening safari or mail even though we have a data plan.
After a few calls to Fido support they've said I need to call Apple because its a factory unlocked device, not a Fido phone.
We've tried rebooting, toggling airplane mode, resetting network settings.
The phone shows 3G in the top bar and picture messages (MMS) come through while not on wifi.
Does that not show the phone is capable of receiving data?
We have not gone so far as completely resetting the device yet as we won't be near the Mac it syncs with to recover music etc for a while longer.
The phone was initialized from a backup of a jail broken/ unlocked 3G that probably had foreign APN info set up through unlockit at some point.
Is there any way that info has found it's way onto the new phone?
If so can we clear it out without completely resetting the device?

The TV Out option only appears when connecting an analog video cable, such as the Apple Composite or Component AV Adapters; it will not appear when using the Apple Digital AV Adapter or the Apple VGA Adapter, as these cables do not require any additional settings.
