Is it possible to make a phone call from contact in Cambodia with Miss Siri ?

I've got a Iphone 4S which's shiped from Singapore , love it so much . But one thing , i couldn't understand , many thing i can ask Miss siri to do for me exclude make a phone call for contact or any number . I tried to use 10 digits number of my contact , she responsed " Sorry [Myname] , i can't call [contact name]" , and then i tried with 11 digits , she still responsed as previous question .... I'm so doubt that , last time , i tried with my country code : +855 or 855. and then i restarted my iPhone 4S . She still made me angry .......... ....... Anyone please tell me how to use Miss Siri to make a phone call ? ( Note : Location : Cambodia , Phnom Penh City )

No, the feature works at home by going through your iPhone to make the call.
There are Apps for the iPad which allow this: Skype, etc.

    I hope you can help as I have the same issue.  First the basics: my iPhone 5 and iPad Air both have iOS 8 installed (there are still three family devices on the same apple id/icloud account that are not yet on iOS 8).  Both devices list the same phone number in Messages and FaceTime and both those apps use the same iCloud account.  Both devices are on the same wifi network.
    But when I get a call on my iPhone, the iPad most definitely does not give me the option to respond.  And nothing happens when I try to tap on a contact on the iPad.  :-( :-(
    I went through the links above and note a couple odd things.  For instance, the user guide says:
         "Disable iPhone Cellular Calls.  On your iPhone, go to Settings > FaceTime, then turn off iPhone Cellular Calls"
    When I go to my iPhone's Settings->FaceTime, there is no option to "turn off iPhone Cellular Calls".  What are they talking about?
    In the third link, the instructions for making phone calls have a fourth step:
         4. Wi-Fi Calling needs to be off.
    What does that mean?  Where do I look to make sure it's off?
    As an aside, I'm writing this from my 2010 MBP running Yosemite beta 3 and there appears to be no connection between it and my nearby iPhone either.  My MBP is on the same wifi network as the iPhone and both the Mac's FaceTime and Messages have the same phone # set as on the iPhone.  But when I go into the address book and look up a contact, no "phone" icon/button shows up next to the contact's phone number.  When  a call comes into the iPhone, nothing happens on the mac.

    My iPod Touch 4G is now capable of video chat. My computer (and my long-distance girlfriend's computer) are capable of video chat. As far as I can tell, those devices are unable to communicate with each other. I use Skype to video chat computer to computer, and I thought my new iPod Touch 4G would be able to call her computer on the go (so long as I'm in a decent wifi network.) Skype doesn't seem to be able to access that camera, though, and does voice only when I call. Facetime can access that camera, but as far as I can tell is incapable of calling anyone using a device other than another iPod Touch or iPhone.
    Is there any way for Facetime (or any other app I can download to my iPod Touch) to video chat with a regular computer? I don't understand why Apple would overlook this, if it's the case (and not just my inability to figure it out.) It seems basic that if I can video chat with another iPhone or iPod, I should be able to do the same with a properly equipped computer.

    Thanks for the reminder.  So in regards to the official version, I solved the problem.  For whatever reason, the “iPhone Cellular Calls" option became unchecked.  This is found under the FaceTime app, go to FaceTime > Preferences and turn on “iPhone Cellular Calls".  Back in business again...

    I can imagine a native library would be needed, unless the JTAPI has really improved since I last looked at it.
    Usually people attempt to send an SMS via Java, what were you planning to do with actual cell phone calls?
    Also I'd recommend serious googling.

    You'd need an app like Skype to video call with other phones.
    Data transfer is not supported via bluetooth and iphone to iphone is not supported at all.

    You can't; not natively, anyway, since the iPad is not a phone. If you want to make a call, you'll need to use some third-party Voice-Over-IP service such as Skype.
    I'm not sure what you're asking when you ask about sending a message. If you mean a text message, you can either use iMessage, which can send messages to other users also running iMessage, or you can look in the iTunes Store for SMS apps, a few of which are available. They use separate services to actually send the message and so require an Internet connection, either WiFi or 3G.
