Is my iPhone blacklisted?

Hi there. Basically I brought a iPhone 4S (like new condititon) from a website called Gumtree. The phone looks fine and all but when I got my sim card cut to fit the iphone and actually put it in I cant get a phone signal. I cant send/ recieve texts or calls. The internet works as well as everything else but no phone calls or texts can be sent or recieved. What do I do? I have tried resetting the phone and restoring it via itunes but nothing has worked so far. I need this fixed urgently so anyhelp would be really appreciated!!

The ability to make and receive calls falls on the phone carrier, with that said what did your phone carrier say when you contacted them about the issue?

    Don't need to be "extremely capable" at all. Just need an app on their computer.
    But as suggested, most will simply erase it and sell the iPhone.

    Contact your carrier to see if blacklisting the IMEI is a service they provide.

    I don't understand why Austin Police are not doing to detain theft when I showed an location with valid address according Find my iPhone on icloud.com.  They said that it might be wrong location but few blocks were correct location. I stopped at Apple Retail Store to get another unlocked iphone. I explained an employee whether they would add both IMEI and serial number into blacklist to make useless for anyone. They said they have nothing to doing. 
    I'm shocked today that IMEI number is still not added into blacklist. Serialnumber of my stolen iphone is already on another Apple ID, after restoring it.
    They let me down because unlocked iphone is EXPENSIVE, it costs $800 in Canada.
    How can I deal with Apple Inc to add both serial number and IMEI into blacklist UNTIL i get my stolen iphone back

    What blacklist? There is no universal blacklist in the US. They're working on it, but it does not exist as of this writing.
    Apple can't do anything about it. They are not a law enforcement agency.

    Your only chance is setting it up as new device without using the latest backup afterwards, which you already did.

    Contact your service provider. Only they could do that.

    If you got it from eBay open up a case but review the details of the auction prior to doing so.  Sometimes in the details it'll say in very small print what model or "will not work in the USA."
    Another option you have is this:  Find someone who will buy it from you for use overseas.  Depending on the amount you paid, you may actually make money on it.  Example, I do this for not for blacklisted phones.  I have a contact in Bolivia and iPhones sell like hotcakes!  Again, it's all on who you know.
    Check on Craigslist or Ebay for unlocking or using a blacklisted phones in the US.  Some hackers/CPU nerds can find a way to flash your phone to work.  Not sure how that works but if returning it fails, that may be your only other option.

    Have you asked your service provider if they offer any call blocking service? I know here in the USA, AT&T does, although they do charge $4.99/month for the service (it is part of a parental control package that allows control of both numbers that can be blocked from calling you, and numbers that your iPhone can call to).
    On-phone black list apps typically work by using caller id info and looking it up against the apps own database of numbers you've entered. So your phone still rings at least once, as the phone needs to allow a brief connection for the app to get the caller id info before disconnecting a number flagged for blocking. There really is no way to truly block calls from the phone itself, you need your service provider to be on board with the idea, so they can dis-allow the call at the switch and truly block it from ever reaching your phone.

    No. apple will not facilitate your ability to use a stolen phone.
    If it is locked with YOUR Apple ID and you can't remember the ID or password, start at https://iforgot.apple.com. If you can't reset it there, call AppleCare and speak to someone in Account Security. Be prepared to prove your identity.
    If it's locked with someone else's ID, they must release the lock.

    A common scam in the UK is to order an iPhone using an available upgrade from a carrier, report it missing or stolen from the post, then re-sell it for cash and get a replacement from the carrier. The original will be blacklisted.
    Ask whoever gave it to you where they actually got it from. Sounds like they either got scammed or they themselves are trying to defraud their carrier.

    They can do everything but activate the phone for cellular service. However, it can be shipped out of the country & then activated for cellular service...there is no International Blacklist.

    I gave it, after 2 min the answer was: it is blacklisted as lost/stolen iphone, we can't do it. I was shocked, I checked again to swappa.com
    was blacklisted, shocked for the second time. I contacted the seller and requested him to return back the item, and he told me that Sprint has added your IMEI in blacklist in the moment when they find out that you are not the original owner, so he didn't want to get back the item, the reason: "I gave you a Clean ESN, can't get Blacklisted, and it was my fault" this was the answer of the seller.( has past 45 days so I can't open a case to Resolution Center in both ebay&paypal)

    so i got it blacklisted by Telstra, (and its locked to telstra)

    It sounds to me like your iPad is still linked with your Find My iPhone account. You can remove the device from Find My iPhone but keep in mind, doing this will remove the Activation Lock as well. Please use the following article as a reference.
