Is necessary to install bundle patch number 8225197

We have installed on us server, Oracle 10G, 10.2.0.4, Windows 2003 SP2.
The Oracle version we have:
Oracle Database 10g Enterprise Edition Release 10.2.0.4.0 - Prod
PL/SQL Release 10.2.0.4.0 - Production
CORE 10.2.0.4.0 Production
TNS for 32-bit Windows: Version 10.2.0.4.0 - Production
NLSRTL Version 10.2.0.4.0 - Production
The opatch lsinventory shows:

Now the support of us development tools we use, tells to us to install the "Oracle 10g, 10.2.0.4. patch 16 bug for Windows-32 bits".
My question is this Bundle patch is the number id 8225197?
This bundle patch is not included on the Oracle Database 10g Release 2 patch set 3?

I'm trying to apply the bundle patch 32, p9303471_10204_Win32.zip, on the readme.txt document says the following:
NOTE for bug 8292378:
Follow the instructions below for a logical standby database.
On Windows platforms, the MAXLUBA_STACK Logical standby parameter may need to be adjusted to a smaller value to reduce virtual memory usage per-process. The default is 8000000. This value should be inversely proportional to the number of apply processes applying large transactions. [For e.g. start with 4million and adjust as needed if continue to run into out-of-memory errors.]
Set SQL apply parameter as follows using SQL*Plus:
SQL> alter database stop logical standby apply;
SQL> exec dbms_logstdby.apply_set('_MAX_LUBA_STACK', 4000000);
When I've run on my database I've get the following:
SQL> alter database stop logical standby apply;
Database altered.
SQL> exec dbms_logstdby.apply_set('_MAX_LUBA_STACK', 4000000);
