Is Photoshop Elements 10 compatible with the new Windows 8 operating system? Microsoft now has an inexpensive Windows 8 upgrade path for laptop and desktop running Windows operating systems.

The answer, aborwick, is no, according to Adobe. The company line is that Win8 requires PSE version 11.
Brett N's link leads you to that conclusion with a very nice chart but links come and go as IT managers come and go LOL hence the plain english response here for future posterity. I suspect you might finagle a way to install it but then will find it crippled in some way(s).
Speaking of which, it is my understanding that Adobe Photoshop Elements / Premiere 11 dropped support for a whole BUNCH of file formats* so make sure your files are supported before upgrading!! My last Corel image software update obsoleted over 250,000 images (because they were in a proprietary Corel format which Corel dropped support for and refused to provide any conversion whatsoever) which is why no Corel product will ever be seen on any computer of mine again. Caveat emptor!
Always amuses me (except when I am the asker of the question of course) how far around mulberry bush folks go instead of just answering the question. LoL

It is not officially supported as the OS was not available with CS5 was written. It will work on it however.
From what I have read Win 8 is a step down from Win 7 from a purely operational view. It also has an annoying problem with the screen blinking with many of the video cards. So see if you really like the features of Win8 before committing. Win7 should still be available but you would have to make it a special request. -

PSE11 will run as a 32-bit application in W8.1-64, PRE11 will run as a 64-bit application.

Do you have any downloads to make photoshop elements 4.0 compatible with windows 7?
What I can't understand is that on my old computer when I upgraded to windows 7 from XP the programme worked fine. Kept all my folders and photo's but on my new computer with windows 7 factory installed it comes up with a message, ''This programme has known compatibility issue with this operating system, check online for a solution'' which I have have done and there is nothing to help me. It looks like I will have buy a up to- date programme. Thanks very much for your help everybody.

Does Photoshop Elements work with Windows 8 Touchscreen
Hi I'm able t use parts of the touchscreen for example, selecting a tool. But, when I try to say use the crop tool I cannot use my finger to expand or contract the crop tool.
Photoshop Elements only specifically works with touchscreens when it comes to gestures (moving your finger(s) in a specific motion to get a special behavior). Otherwise, the touch screen should act exactly like a mouse. My guess here is that this is simply a question of precision. If you try to "click" and drag a corner of the crop interface, does the crop rectangle move or rotate instead of change size?
