I bought a itunes gift card in the US. Can I use it with a Canadian itunes ID?
IF not, how can I spend 37 cents in the itunes or app store and then change regions?

iTunes gift cards can only be used in the country's store in which they are issued - so US cards can only be used with US iTunes account. If you want to use the US store then have you got a valid address in the US, if using a credit card then that will need to registered to that same address, and be in the US at the time of making the purchases ?

If you've already redeemed the card onto your account then its amount should be on your account - a card can only be redeemed once.
To rent a film, find the film in the store and (if the film studio has made it available as a rental in your country) click on its Rent button. I don't believe Apple has an online store in Israel. You'll have to look elsewhere, where, I can't say. But, the gift card must be purchased in Israel. Could be they are simply not sold there.

Sorry, but you can't, if you live in Haiti. As you say yourself, there is no iTunes Store for Haiti and you are not allowed to use the iTunes Store of any other country.
If you live in a country where there is an iTunes Store, check to see if Apple sells physical gift cards in your country and if so purchase and redeem one of those. There is no way to purchase an electronic gift certificate from Apple without a credit card from the country whose iTunes Store you wish to use.

I tried to use the iTunes Gift card and I get a response:
"The code entered is not valid"
Needless to say I have already spent enough time first figuring out how to "Redeem" a card - primarily due to the sparse directions Apple provides - and lastly - I have now tried various codes from the gift card - with not much success.

Note: iTunes Gift Cards are only Valid in Country of Issue.

There are no "app gift cards". Again, you can only use a credit card to purchase software in the Canadian iTunes Store.
Problem is I don't have a credit card to purchase the apps.
Perhaps you could obtain one of the "prepaid" credit cards some banks offer. If not, then the only way you'll be able to buy apps is to get someone to allow you to use their credit card.
