Is there a simple (click, click!) way to link a header to a specific paragraph in Adobe X1 Pro?

I had thought this would be one of the easiest jobs to do - select a header, select a paragraph, click a button - done! Link created. User opens my pdf, clicks the header and is taken directly to the paragraph (not the page but the specific parapgraph I chose).
I get the idea of linking to a page but that leaves my customer having to do the search on the whole page once he lands there.

Linking is not to portions of text, but to areas of a page. If you make sure that the paragraph is the only thing on screen (by resizing the window), then the link will go to the area including the paragraph - but generally larger, and possibly the whole page.
From this you can see it is anything but easy and routine. It just isn't done with PDFs - consider if you've ever seen a PDF that does what you want, and try to work with what you've seen. It's frustrating to set out with fixed ideas and hit a brick wall because PDF files just aren't that kind of beast.
