I bouget an iTunes card of 30$ and it won't let me purchase anything because I forgot my security questiona that I made when I was 10 years old. Is there amy way I can transfer the money?

You can't transfer money between accounts. You can, however, gift items by clicking the arrow to the right of the price, which will achieve the same ends. It should work for everything except rentals.

You can't, an account's balance cannot be transferred to another account, nor can it be used to gift content to another account - it can only be used to buy content for the account that it's on.
For your security questions, if you have a rescue email address (which is not the same thing as an alternate email address) on your account then you can use that to reset them : http://support.apple.com/kb/HT6170
If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will have to contact Support in your country to get the questions reset.

I've deleted the AOL account that was my iTunes login. I had redeemed hundreds of dollars in iTunes certificates with that account, and now do not know how to access that money with my new username. Any ideas would be hugely appreciated...

The only issue is that I can't access my account in order to update my contact e-mail. "For security reasons" I'm being asked to resest my password, but the only way to do that is through:
"Email authentication: To access your information, we will send an email to the address(es) on file for you." (Which I cannot access, since I've deleted the AOL account)
or
"Answer security questions: To access your information, you will need to answer the security question(s) provided when you originally created your Apple ID." (Which I didn't answer truthfully and now cannot remember what I put.)

Just get copies of the song files and add them to your iTunes library. With the exception of any DRM-protected files (purchased before mid-2009 and never upgraded) they will play fine, even though they are technically associated with the original account.
