Is there a way to allow allow my iPhone 4S to make a call to a specific number while locked? I would like specific phone numbers to be allowed to be called by my family members while my phone is locked. However as the phone is required to be secured for work I would rather not have to have the device unlocked and thus access to emails, texts, etc be visable. Is there a way to do this?

Yes, there are cables in the Apple Store that will send video to an external screen, but it depends on the app....3rd party apps may need to be written to allow video out...some mirror the iPhone screen and some only use the external - it depends on how the app works, etc.

The phone will automatically re-appear when it connects to the Internet. However, don't get your hopes up, as thieves know this & will make sure your phone never re-connects so you can locate it.

If the phone doesn't power on and isn't seen by the computer then you wouldn't be able to pull data off it with the USB connection to your computer.
You could pursue data recovery if the notes are very valuable, but the cost can be similar to having data recovered from a failed computer drive(possibly prohibitively expensive). -

There is no way to transfer non-iTunes purchases from an iDevice to iTunes without using third party software.
It has always been very basic to maintain a backup of one's computer and the important data on it for events like this. If a backup existed, it would be a simple matter of copying the content from the backup to the new computer. -

On your Mac, login to iCloud.com, & try to locate your phone. This requires that Find My Phone be setup/activated, on your phone, before you lost it. It also requires your phone be turned on & connected to the Internet. There is no other way to locate a lost iPhone, other than physically looking for it.

You can't chose what to include/exclude with a restore, you can restore the whole backup (including settings) or not restore. I'm assuming that the passcode was on the iPhone when you last backed up, in which case (apart from remembering it) the only way to remove the code is to restore back to factory defaults.
