Is there a way to transfer music from one Apple ID to another?

When I got my first Ipod several years ago my parents created an Apple ID, or whatever it was called back then, so I could download music.  This is where about 90% of my music was downloaded from.  When I got my Iphone 4S just over a year ago I created my own Apple ID with my own email address.  I used this ID to download more music.  I used this ID to sign in on my laptop and I downloaded some music from some CDs and other non-Itunes material.  However it will not let me sync my Iphone to this ID because it says it can only be synced to the other one and in order to sync it with the one under my email address I have to clear what is currently on my Iphone in order to sync with the small material on the Itunes library under my email address which is stupid because then I end up losing most of my music downloads.  What I am wondering is if there is a way to transfer material from my parents ID to mine so all of my stuff is in one place without having to clear my Iphone.   

useless sabotage is right you cannot move purchases between Apple IDs.
What you could do is to authorise your laptop with your old Apple ID
Store > Authorise this Computer..
Then transfer all the old purchases from your old computer to this one so they are all in the same itunes.
Connect up your iPhone 4 to the new machine. Yes it will ask you to erase. Go ahead and erase then as all your music is on the iTunes for this machine you can resync it but still use your new Apple ID for future purchases.

    Before I continue, I need a bit more information.  You referred to your mom's ID and your dad's ID.  Do you also have your own ID?  Which music and apps, etc. is actually on the iPod?  Which music and apps, etc. is actually in the iTunes library?

    You canot transfer the purchases from 1 Apple ID to another. I assume if you are leaving for college you will have your own computer or are they getting a new computer?
    Any way if they are keeping the computer you originally used it will be authorised to play content purchased with your ID. They need to ensure that the computer is authorised with their new id. All your Apple content will still be playable.
    For you new content you need to copy all the content from the old computer to the new content.

    Then authorise your new computer with your Apple ID and you will all be able to play the content but your new purchases will now only show up on your new machine.

    If you want to change your iCloud ID to another existing ID you'll have to delete the account, create a new account with the other ID, and migrate your data (including the calendar) to the new account.  To do this, first go to Settings>iCloud on your iPad and turn all data you are syncing with iCloud (contacts, calendars, etc.) to Off.  When prompted choose to keep the data on your iPad.  After everything is turned off, scroll to the bottom and tap Delete Account.  (Note, this will delete the account from your iPad but not from iCloud.  The account will remain in iCloud if anyone else chooses to remain signed into it an continue to use it.)  Next, set up the new iCloud account using your new ID, then turn syncing for your data (contacts, etc.) back to On.*  When prompted, choose Merge.  This will upload the data to your new account.
    * If you only want to upload the calendar, only turn Calendar to On; but I'm assuming you will be the owner and want this to be your iCloud account on your iPad with all your data, and then your can share the calendar with others and administrate it.
