Is there a way to upload Photos to iCloud in small groups

The new Photos app is causing havoc with our home Internet. It seems to be hanging up and working, if at all, very slowly. Apple Support didn't seem to see a problem. But when the upload to iCloud option is turned on, our home Internet speed goes from 20 Mbps to less than 1 (upload speed is a little over 1 Mbps). And progress is so slow it's barely noticeable. After a week, only a few hundred had been uploaded.
What would help is if there was a way to select groups of photos, say a couple of hundred, and upload them. Then re-select until someday I have all 18,000+ photos uploaded. Anybody know a way to do this?

I have 1 Mbps upload so haven't even tried to enable uploads.
Options to consider:
1 - Don't bother
2 - Consider creating a new library for the cloud and in preferences designating that the system library (hold alt whilst opening Photos) - only add small groups of photos to this at a time to allow small chunks to upload
3 - Be selective - don't upload everything - only items copied into the system library will sync - if you add other photos by reference only they are excluded from cloud syncs, but that could become messy confusing.
4 - Upgrade broadband if possible

    If any of the photo stream photos are over 30 days old, they are no longer in your photo stream, which would explain why iPhoto can't see them.  (After photo strem 30 days photos are deleted from your photo stream but not from any device that already has them, which is why they may still be on your iPad but not be in your photo stream.)
    You could still save the photo stream photos to your camer roll (open your photo stream album on your iPhone in the thumbnail view, tap Edit, tap all the photos to select them, tap Share, then tap Save to Camera Roll), then import them to iPhoto (http://support.apple.com/kb/HT4083) and sync them to your replacement phone by selecting them on the Photos tab of your iTunes sync settings and syncing.  Another option is to use an app like PhotoSync to wirelessly transfer photos from your iPad's photo stream folder to your computer and/or your replacement phone.

    Memory size has nothing to do with it. I can open my 60GB iPhoto library with only 8GB RAM. Perhaps you have an incompatible version of iPhoto under Tiger with iPhoto under ML.
    As to downloading different photos from iCloud, you would do the same if you ...
    * open iPhoto under Tiger
    * dump the photos individually in to a folder on your external hard drive
    * shut down everything on the old MacBook
    * connect the external hard drive to new MacBook
    * open iPhoto on new MacBook
    * import the photos in the folder on the external hard drive directly in to the new iPhoto
    IOW, you need not use iCloud (even if you could, which you cannot) to swap photos as you propose.
    If you are at a loss for space on your external hard drive for whatever reason (perhaps that external hard drive is a full Time Machine partition), I recommend that you buy another external hard drive just for your photos.

    Your PhotoStream photos are stored on iCloud and do not take up additional room on your iPhone. However, your camera roll and any other Albums or Events that you have on your phone do take up room. You cannot use iCloud to store those - you need to sync to a computer.
    When you do the sync, it should import your photos and give you the option to delete them from your phone. You can delete them, and then re-download selected ones through a normal iTunes sync.

    Is there any way to transfer photos from ipod touch (2nd generation & OS is 4.2.1) to PC? I am struggling a lot. The OS cannot be upgradable beyond 4.2.1
    I am wondering if there could be many other ways to transfer the photos like:
    1. with the help of any android app
    2. ipod touch to iphone/ipod latest version
    3. any 3rd party free softwares (there are paid 3rd party softwares but I dont want to invest)
    I did try some of the options:
    1. I could emailed only 6 photos in one email (I have almost 800 photos and would be time consuming.
    2. I'm trying to access my google account on my ipod but it keeps coming up with "oops! your browser seems to have cookies disabled..." My cookies are not disabled. Safari is the only browser for ipod touch and could not be able to installed not only any new browser but also any iphone apps. Updates for the existing apps not possible at all. So this option of uploading the photos on google drive is ruled out.
    Anybody is there to help me out? Sorry for such a long inventory.

    Another way. You can use a USB flash drive & the camera connection kit.
    Plug the USB flash drive into your computer & create a new folder titled DCIM. Then put your movie/photo files into the folder. The files must have a filename with exactly 8 characters long (no spaces) plus the file extension (i.e., my-movie.mov; DSCN0164.jpg).
    Now plug the flash drive into the iPad using the camera connection kit. Open the Photos app, the movie/photo files should appear & you can import. (You can not export using the camera connection kit.)

    I was reading another post yesterday about a Canon PowerShot S40 owner who previously used Image Capture to bring the images into the computer. They reached out to Canon and were returned a response stating that the drivers weren't compatible for OS X Yosemite. The best bet would be a card reader. The JPEG files are still going to be the same, but connecting with a USB cable directly to the camera isn't feasible any more. Head to the nearest Best Buy and pick up a USB card reader and you'll be able to see your pictures in Finder and can then import them to iPhoto or wherever you keep your pictures.

    You can sync photos from your computer via iTunes, and each folder that you sync will get its own album : syncing photos. You will need to sync all the photos that you want on the iPad together in one go - synced photos can't be deleted directly on the iPad, instead they are deleted by not including them in the next sync.
    In terms of albums that you create directly on the iPad no, effectively you are just creating pointers to the photos in those new albums, so if you delete the original photo you will therefore also be deleting all pointers to it.
    You could consider a third-party photo management app instead e.g. Photo Manager Pro
