Is there any ways how to retrieve this folder: /var/db/volinfo.database. Luckily the files in the trash are not deleted yet. But what shall I do now?

Hi,
I am using Mavericks and my MacBook is MacBook Pro with Retina Mid 2012.
And I made a little silly mistake, I deleted db folder, which is this:
/var/db/volinfo.database
Luckily, the files in Trash have not been deleted (I am not sure). because the trash stops me from emptying the trash.
However, I cannot go into Users and Groups Preferences folder in system preferences app.
And also, every time I tried to move back the db folder into the right place with Put Back Option,
it will go into Finder's username and password, asking me to enter my information. But it "shakes" back at me as if it is rejecting my account.
What shall I do now?

Are you running an administer account?  1) If you delete that file, it is automatically recreated. 2) You would still be able to empty your trash. What is the error message you are receiving?
Open Terminal. Post the output of the following command:
cat /private/var/db/volinfo.database
