    I forgot my security questions and could not make any purchases since app store asked me those question everytime I tried to buy something. I realise that Apple provides a excellent customer servise allowing users to leave their phone numbers online and having someone to call back. However, I am now out of United States, and the form does not accecpt international phone numbers.  I am wondering if there is other way I can contact Apple and sort this out.

    If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset.

    If you are not currently in the country where your account is based then you won't be able to download any content until you return to it - you need to be in a country to use its store.
    If you don't already have a rescue email address on your account then you will need to contact Support in your account's country to get the questions reset, which is likely to be by phone as they need to confirm your id and that it's your account - you won't be able to add a rescue email address until you can answer your questions.

    Are you aware that if you restore your ipad that you will lose all data from your ipad and very difficult to get it back unless you had previously made a back-up of your data on itunes or in the cloud. and that would be on the computer you set those up on. (There are some independent apps out there that might help restore data but I don't have any experience with them...)
    Also, I think if you restore on another computer you're supposed to have administrator rights and have the latest itunes update. And I think if you sync (if restoring is considered syncing with another computer, you'll be locked out of your computer or a new one.)
    I don't know if there is a way for you to safely eject your ipad from your mom's laptop and find another way, but please read this

And then tell the story of your problem that you originally included and your follow-up efforts to restore given a suggestion on previous post (though I think you SHOULD AVOID RSTORE if you can.)     Okay so here's the deal. I have forgotten my Itunes account security questions and I can't remember them at all as I created this account years ago and I cannot reset them unless I answer them. I do not have a rescue email address to have them reset and I'm not comfortable at all calling them up to have the reset the questions. (I have severe anxiety) I have tried emailing and text-chatting with Apple multiple times and nobody has been able to help me.     No.  They will only reset the questions after verifying your identity over the phone.  Once you are verified, and reset the questions, you can establish a rescue email address in case you forget the answers again.

    If you cannot remember the passcode, you will need to restore your device using the computer with which you last synced it. This allows you to reset your passcode and resync the data from the device (or restore from a backup). If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present.     Try restoring the iOS device if backing up and erasing all content and settings doesn't resolve the issue. Using iTunes to restore iOS devices is part of standard isolation troubleshooting.     Before restoring your iOS device, Apple recommends that you either sync with iTunes to transfer any purchases you have made, or back up new data (data acquired after your last sync).               If you cannot turn off the device using the slider, press and hold the Sleep/Wake
              and Home buttons at the same time. When the device turns off, release the Sleep/Wake
              and Home buttons.
         3. While pressing and holding the Home button, reconnect the USB cable to the device.
             The device should turn on. Note: If you see the screen pictured below, let the device
             charge for at least ten minutes to ensure that the battery has some charge, and then
             start with step 2 again.
         4. Continue holding the Home button until you see the "Connect to iTunes" screen.
             When this screen appears you can release the Home button.
         5. If necessary, open iTunes. You should see the following "recovery mode" alert:
