No. WiFi must be on and the FindMyiPod feature turned on. But it can be defeated by turning the iPod off or restoring the iPod.

    You can track the iPhone from another IOS device or computer only if Find My iPhone was activated on the lost iPhone.

    I'm sorry for your unfortunate situation. This question is asked time and time again - sadly no, you cannot set up "Find my Mac" after it's lost or stolen. The whole point is that you have to set it up before you lose contact with it.
    When you get a new Mac, this is one of the first screens you see - "Do you want to set up iCloud to Find My Mac?". I don't understand why anyone would answer "No".
    There are third-party location utilities, but again, you have to set them up when the computer is still in your possession. I use Undercover by Orbicule - allows you to locate the computer and take webcam snapshots and keylogs of the person using it. I also have iCloud set up, so I have two options for location should it get lost or stolen.

              If you cannot turn off the device using the slider, press and hold the Sleep/Wake
              and Home buttons at the same time. When the device turns off, release the Sleep/Wake
              and Home buttons.
         3. While pressing and holding the Home button, reconnect the USB cable to the device.
             The device should turn on. Note: If you see the screen pictured below, let the device
             charge for at least ten minutes to ensure that the battery has some charge, and then
             start with step 2 again.
         4. Continue holding the Home button until you see the "Connect to iTunes" screen.
             When this screen appears you can release the Home button.
         5. If necessary, open iTunes. You should see the following "recovery mode" alert:

    If you don't see the "Connect to iTunes" screen, try these steps again. If you see the "Connect to iTunes" screen but the device does not appear in iTunes, see this article and its related links.

    You can purchase a MiFi or similar device.  It acts like a wifi hotspot and connects to the internet via a cellular connection.  You need a data plane too.
