Is there anyway to bypass the iCloud login???

When I power on the iPad, I receive a message to login under an iCloud request. I type in my working password but
the message continues to repeat itself. I noticed between these messages, a background message which displays the fact
that this iPad is not connected to the Internet...
I know my home server is working because the other iPad in the house can search and receive requests on the InterNet.
Is there anyway, a sequence of keys or whatever, to allow me to check the Network Setup parameters???
Thank You in advance for any/all assistance that can be offerred.

Good Morning Johnathan,
Thank You for your reply to this problem/situation but it didn't fix it.
It appears that my iPad can not reach the Network and so the iCloud request keeps repeating itself hence I can NOT get to Settings to enable the Network on my iPad.
If you have any other ideas or suggestions, I would Greatly accept them.
Respectfully
Robert[Bob] E. Cronan
