Is there anyway to get back songs I already purchased?

I recently purchased some songs on iTunes but I had an issue with my computer and now they're gone. Is there anyway to get them back with out buying them again?

If you are in the US then you should be able to re-download them for free, as long as they are still available in the store and you use the same iTunes account as you originally used to buy them : http://support.apple.com/kb/HT2519
If you are not in the US then have you not got backups on, for example, external drives or CDs/DVDs ? If not then you can try contacting Apple and see if they will let you re-download, though they are under no obligation to do so : http://www.apple.com/uk/support/itunes/contact/

If you didn't make a back-up of your purchases to restore from then I'm sorry to say that the policy on lost purchases is that you have to pay to download them again:
"Once a Product is purchased and you receive the Product, it is your responsibility not to lose, destroy, or damage the Product, and Apple shall be without liability to you in the event of any loss, destruction, or damage." iTunes Store: Purchased content can be downloaded only once
You could try contacting iTunes Store Customer Service and you might be able to persuade them to sanction a second free download. There have been occasional reports in the iTunes forum of this happening, however just be aware that they are not under any obligation to do so. There is a little chance that your pictures are included in your last iCloud or iTunes backup, if the photos were stored in the camera roll. Otherwise they are probably gone. For the future I would suggest to start saving your photos additionally (in iPhoto etc.) on your Mac or PC or any other cloud storage like Dropbox.

You can use these instructions to reset your authorizations, but after using the option, you won't be able to use it again for a year. You should try to find out why you need to reformat your hard disk, and if possible, fix whatever is causing your issue.

Depending upon what country that you are in (and if you haven't changed countries since buying it and it's still in your store) then you might be able to redownload it via the Purchased tab in the iTunes store app on your phone.
You should also be regularly connecting your phone to your computer's iTunes and doing File > Devices > Transfer Purchases so as to copy all of your downloads over so that you can take a backup copy of them (and preferably taking a backup of the phone if you have any important documents and/or photos on it) - apps and other downloads could also be potentially be removed from a country's store at any time, so you may not be able to redownload them either.
