Is there anyway to get iCloud without upgrading to Lion?

I really don't want to upgrade my OS but I just got an iPhone and would like to sync without using iTunes.

Doing my best to isolate an actual question from your post, in which you don't state you operating system:
You can migrate your MobileMe account to iCloud at http://me.com/move even with Snow Leopard - when asked to confirm that you have Lion on your Mac, just lie and say 'yes'. I'm not sure whether you can access the site to do this with Leopard or Tiger.
If you have MobileMe mail set up to collect mail from external POP accounts you should cancel this before migrating, or you may find it still working in iCloud (where it isn't supposed to) and with no way of stopping it. You may find the MobileMe email settings will continue to work for a time after migrating but it will stop eventually so you should not rely on this. You should delete your MobileMe email account from Mail.
You can then set up Mail manually in Snow Leopard, Leopard or Tiger to access iCloud email; it's a slight fudge in Snow Leopard because the 'wizard' will attempt to connect you to MobileMe as soon as you enter an @me.com address. The process, which includes a workaround for this, is described here for Leopard and Snow Leopard:

Both @mac.com and @me.com addresses will be maintained, as will aliases. iCloud allows only three aliases - if you have five they will be maintained but to add a new one you would need to delete three, not one.
On Snow Leopard only you may be able to sync your calendars to iCloud by means of an unsupported hack, but you cannot sync Contacts or Bookmarks, and iCloud's other facilities will not work. BusyCal is an iCal-like calendar application with extra facilities: it can sync with the iCloud Calendar while running on Leopard, Snow Leopard or Lion. A single user licence (two machines allowed) is $49.99.
Soho Organizer can sync Calendars and Contacts with iCloud on Leopard, Snow Leopard and Lion. A single user licence (multiple machines allowed) is $99.99.

Go to http://me.com/move and lie when it is asks if you are using Lion.
You'll be able to move your account and keep your email address.
You won't be able to sync contacts and calendars on a pre-Lion computer (easily) but you can setup your email account manually.

First, you would need to make a backup of the entire iTunes folder on the PC. You could get music to the iPad if the PC was still functioning, or you would have to move the music to another computer. An iPad is not a laptop, and does not have a port to plug an external drive into. You can sync music to the iPad from the computer, but you are correct, unless you get iTunes Match, you would need a computer to copy the music to and then sync to an iPad.

You should be syncing your contacts with an app on your computer or cloud service (iCloud, Gmail, Yahoo, etc), and not relying on a backup. If you haven't been doing this, start now and then restore your old backup. You will then be able to sync the new contacts back into the phone. However, you will lose all messages, etc newer thant the backup.

There is no undelete facility on the iPad, when you delete something then unless the app itself has an undelete option (which the built-in Notes app hasn't) then it is gone. If it was on the iPad when you last backed up then you could try restoring to the backup, but you would need to restore the whole iPad, you can't just do a single app.

If you can't update via wifi, you can use a friend's computer, or an Apple store will do it for you.
If you have an iPad 1, the max iOS is 5.1.1. For newer iPads, the current iOS is 6.1. The Settings>General>Software Update only appears if you have iOS 5.0 or higher currently installed.

If you are currently running an iOS lower than 5.0, connect the iPad to the computer, open iTunes. Then select the iPad under the Devices heading on the left, click on the Summary tab and then click on Check for Update.

Depending upon what country that you are in (and if you haven't changed countries since buying it and it's still in your store) then you might be able to redownload it via the Purchased tab in the iTunes store app on your phone.
You should also be regularly connecting your phone to your computer's iTunes and doing File > Devices > Transfer Purchases so as to copy all of your downloads over so that you can take a backup copy of them (and preferably taking a backup of the phone if you have any important documents and/or photos on it) - apps and other downloads could also be potentially be removed from a country's store at any time, so you may not be able to redownload them either.

Restore the backup of your old laptop to your new laptop.
Copy the music off the hardd rive of the old laptop to the hard drive
of the new laptop. If the old laptop is no longer working, data on the
hard drive may be salvageable if it is removed from the old laptop
and put into a hard drive enclosure for connecting to the new laptop.
Download from iTunes if the music was originally purchased under the same
AppleID you are using on the new laptop.
Reimport from CDs is that was the original source of the music.

What happened to your phone that you are trying to restore to a backup that is encrypted? If you have your contacts in iCloud, you can just turn iCloud back on when you get the phone working, if it isn't, and that will bring your contacts back. You won't need to do a restore from an iCloud backup if you were not doing an iCloud backup anyway. If you log into www.icloud.com and look at contacts, what do you see there?

And I thought the whole point of an App Tab was to always have those tabs there no matter what window is open all the time period.
It's a minor complaint but I would really appreciate the option to permanently have them there.

I thought that app tabs would be more persistent, like pinning programs to the taskbar in Windows, but this is not the case.
Instead, once you close a Firefox window, all its tabs and app tabs are lost.
Essentially, this means that the close button in the upper-left corner of a Firefox window is now a "kill all open tabs and loose all App Tabs without warning++ " button. That is not cool.
I realize that "Firefox > Quit Firefox" behaves as intended, but many people use the more obvious red close button instead of the menu to close windows on a Mac. And it is easy to forget that the red button is now also an app-tab-death button. I've lost my app tabs many times to this issue. It is an unforgiving user interface decision which hampers the usability of app tabs. Why should I go through the extra clicks of setting up app tabs if I can loose them so easily?
Ideally, App Tabs could be saved separately from the currently open windows (perhaps create an option to save then to a special Tab Group that opens on startup?). App tabs would be exceedingly useful to me if they weren't so easy to loose.
On that note, saving Tab Groups would also be a useful functionality.
++ You will get a "closing multiple tabs" warning if you have only one window open, and that one window has multiple non-app tabs open, and you have enabled the warning in Preferences. But this too unreliable to help prevent the loss of app tabs.
