You can call the local number from http://support.apple.com/kb/HE57 and ask to speak with Account Security, or you can go to the ExpressLane at http://expresslane.apple.com then iTunes, then iTunes Store, then Password and Security Questions and fill out the form that is there.

I'm trying to purchase music with a iTunes gift card and iTunes is prompting me for ID security answers (which I swear Ive never answered before). If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.

Icloud is synched to the wrong apple ID and the password was unknown to me, after answering the security questions I was able to reset it. Now when I try to login on my ipad to delete the icloud associated to that apple ID it keeps telling me its wrong?

I bought a new Ipad and backup all my info form ym old one to my itunes. I set it up but now for soem reason by icloud on my new ipad is set up an old apple ID account I have never used. After answering security questions I was able to reset my password but when i try to use it on my new ipad to delete hte icloud it keeps telling me its wrong.
Any way I can go around it or is there another process I need to do before the ipad starts recognizing hte new password I set for the old apple Id account?

It sounds like the new iPad, had a previous owner. If you don't recognize the email for the Apple ID on your iPad, then it was registered to another person.
If it was, you can't use it and should return it.

Didn't the link to contact the iTunes Store staff in the 'Additional Information' section of that article work for you? If you don't already have a valid rescue email address, only Apple itself can assist with recovering lost answers.

How to reset your Apple ID security questions.
Go to appleid.apple.com, click on the blue button that says 'Manage Your Apple ID'.
Log in with your Apple ID and password. (If you have forgotten your Apple ID password, go to iforgot.apple.com first to reset your password with a password recovery email)
Go to the Password & Security section on the left side, and click on the link underneath the security questions that says 'Forgot your answers? Send reset security info email to [email]'. This will generate an automated e-mail that will allow you to reset your security questions.
If that doesn't work, or there is no rescue email link available, then click on 'Temporary Support PIN' that is in the bottom left side, and generate a 4-digit PIN for the Apple Account Security Advisor you will be contacting later.
