Is this a right query...?

Question

SELECT
DECODE(NVL(FIELDVAL,'X'),'X','NULL VALUE','NOT NULL VALUE')
FROM TABLENAME
I couldnot get 'NULL VALUE' or 'NOT NULL VALUE'.
Actually I want to display NULL VALUE if the FIELDVAL is Null and NOT NULL VALUE if FIELDVAL is not Null.
Please help me..

If I write the query like
SELECT
DECODE(NVL(FIELDVAL,'X'),'X','NULL VALUE','NOT NULL VALUE')
FROM TABLENAME
WHERE FIELD2='NA'
and FIELD2 has no 'NA' values.
In this case, it will return no rows and giving NULL value only.
How can I overcome this..?
Actually I will give this select query for a column in view as below
CREATE OR REPLACE VIEW VIEWNAME AS
SELECT FIELD10, FIELD9, FIELD8,
(SELECT
DECODE(NVL(FIELD7,'X'),'X','NULL VALUE','NOT NULL VALUE')
FROM TABLENAME1
WHERE FIELD2='NA')
FILED_VAL
FROM TABLENAME1
