Isn't imovie is free?

First time when I purchased imac, imovie and i photo was there already,
but after I re-install the camputer, imovie app is gone.
I tried to re-install the imovie app, it says I have to pay $14.99
why is that?

All new machine purchases include the iLife suite of apps. Apple has done this for years.
You can download your previous version from the "Purchases" section of the App Store.
iMovie version 10 is a free download for those users that have upgraded to 10.9 Mavericks and have the iMovie version 9 software installed on their machine.
If you had an older version of iMovie then iMovie version 10 is not free (except with a new computer purchase).

    You need to have the iMovie 9 version to upgrade to version 10 at no charge.
    iMovie version 8 can't be upgraded for free.

    I have a 2013 MacBook Air that does not have iMovie. I bought the laptop off of Craigslist and it works fine, but I just don't have iMovie. iMovie is under free apps, but it costs $15 (which makes no sense to me). Is there any chance I can get it for free?

    You can get iMovie 06 in a number of ways. You cannot download it FROM APPLE any longer (it was free for a time). You can also find iMovie 06 on the iLife 06 install disc. You can buy iLife 06 on Amazon or eBay. WELL WORTH EVERY PENNY!
    iMovie 6.0.4 requires that iLife 08 is already installed. iMovie 6.0 thru iMovie 6.0.3 has no such requirement. There are no known functional differences between 6.0.3 and 6.0.4. If you install iMovie 06 from the iLife 06 disk it will probably be version 6.0 or 6.01. However you can update the software to 6.0.3 from Apple's Web site.

    If you want to have both iMovie 06 and iLife 09 (and most do) just install iMovie 06 first, then iLife 09. You are now UN-STOPPABLE!
    Also when you install iLife 08 or 09, iMovie 06 is not removed from the computer. Previous editions of iMovie were always un-installed when "upgrading" in the past. Apple leaves iMovie 06 on your system, because they want you to have it. iMovie 06 works great with iDVD 08 and 09.

    You don't have to go to an Apple store. The iPad was bought new (and since 1st September 2013), and you are using the same account that you originally used to set up the iPad ?
    If the iPad had iOS 8 on it when you bought it and it's capacity is 32 gig or larger then it should have been pre-installed on it when you bought it.
    If not then try logging out of your account by tapping on your id at the bottom of the Featured tab in the App Store app and then log back in and see if the app then shows as free in the store.

    The iWork apps for a Mac and for iOS devices are different, they are different operating systems.
    If your iPad was activated after 1st September 2013 (and you are using the same account that was used to activate the iPad) then you should be able to download the apps for free in its App Store app. If it was activate before that date (or you are not using the same account) then you will need to pay to download the apps.

    iMovie comes with all new Macs for free. Just, after setting up the Mac, open App Store > Purchases, and you will be able to download iMovie for free. Also, you will be able to install it on all your Macs for free

    Are you using WiFi (as opposed to cellular data) when you try the download?
    The download is too big to be done using cellular data.

    me askign for help again i am affraid, mac newbie here..
    i was lucky enough to purchase a pristine macbook air mid 2011 off my friend today and have been having some teething troubles.
    one being i would really like to download imovie and iphoto, and i was told they were free....however it says that they have been downloaded by another user and now are £10.49 each?
    I have done a complete system reboot (i accidently deleted the partitioned drive today and had to do an internet reinstall to mountain lion, then an update to maverick...took about 8 hours). as far as i know it is now factory resett, and app store is running with my user ID...
    can anyone please help me (in idiot terms until i get used to the mac world), to get these two apps for free?

    They are free,      your friend made a mistake,
    he needs to open http://supportprofile.apple.com and log in with his Apple ID. Then, choose "Edit Products" and remove the MacBook Air.
    that macbook needs to be disassociated with his ID
    then recover ( http://www.apple.com/osx/recovery/ ) the machine as new from box state with Imovie and Iphoto installed at that point under your user name / ID
