Isn't the iPhone 3GS supposed to have GPS?

I just upgraded to an iPhone 3GS from and original iPhone. One of the features that most excited me was having real GPS, but it seems that this feature is not completely true. I have been doing some tests, outdoors with a clear view of the sky and my new iPhone 3GS is as inaccurate as my original iPhone, which does not have GPS and relies on cellular antennas to find my location.
Is it normal for the iPhone 3GS to be so inaccurate or might it be that my phone has a malfunction?

It does indeed have GPS.
It may take several minutes to get a GPS fix. In the meantime it will use the same technology as the original iphone to get a cursory location.
