Issue about 'beadm create -p'

When I create a be into a new pool with -p option, the following error was displayed:
#beadm create -p testpool testbe
Error getting boot configuration from pool testpool: Error while processing the /testpool/boot/menu.lst file([Errno 2] No such file or directory: '/testpool/boot/menu.lst')

RuntimeError: Could not load the boot configuration (tried loading from this root pool: testpool).
After Copying the menu.lst into the new pool. It seemed no problem.
#cp /rpool/boot/menu.lst /testpool/boot/
Is this the work around do?
and
Is it a slightly bug of beadm?
