Issues with Photoshop 3.0 on Windows 7

I've been having some issues and it seriously slows down the editing/drawing process.
When I scoll down or right, it looks like blinds repeating itself. When I undo something, randomly colored grindlines appear, always in the same spot of the picture/photo. When I try to move layers around, it lags. When I draw something with my tablet, the line will look blocky, but when I zoom to 'actual pixels,' everything's where it should be. On the left side and top of the photo/picture, there's a random piece of the picture there instead of the part that SHOULD be there. But when I save it and upload it somwehere or view it in something like ACDSee, it's fine. So it's Photoshop, not the picture itself. (If none of that made sense, I'll take some screenshots).
How can I fix this? I've tried uninstalling it and reinstalling it to no avail.

Some of us 'occasional' users prefer the simplicity of the earlier versons of PSE (2, 3) to the vast capabilities of the later versions (6, 7, 8). I particularly dislike the black background that I see in PSE 6.
